I. The higher educati<strong>on</strong> system<br />

I.1. Types of higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s<br />

The follow<strong>in</strong>g types of higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s award academic degrees <strong>in</strong> <strong>the</strong> Federal Republic of Germany (figures <strong>in</strong><br />

brackets correct as at June 1994):<br />

universities, technical universities, comprehensive universities, as well as higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s that <strong>on</strong>ly offer<br />

special subjects (105);<br />

Fachhochschulen (134);<br />

teacher tra<strong>in</strong><strong>in</strong>g colleges (7);<br />

colleges of art and colleges of music (48).<br />

With very few excepti<strong>on</strong>s, <strong>the</strong> higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s <strong>in</strong> <strong>the</strong> Federal Republic of Germany are public <strong>in</strong>stituti<strong>on</strong>s.<br />

Characteristic of higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s is <strong>the</strong>ir right to self-adm<strong>in</strong>istrati<strong>on</strong>, <strong>the</strong>ir right to adm<strong>in</strong>ister academic<br />

exam<strong>in</strong>ati<strong>on</strong>s and to award academic degrees, as well as <strong>the</strong> right to recruit academic staff. Private State-recognised<br />

<strong>in</strong>stituti<strong>on</strong>s of higher educati<strong>on</strong> have <strong>the</strong> same level and qualitative status with regard to studies offered and degrees c<strong>on</strong>ferred<br />

as State <strong>in</strong>stituti<strong>on</strong>s.<br />

I.1.1. Universities<br />

Universities, technical universities, comprehensive universities as well as <strong>in</strong>stituti<strong>on</strong>s of higher educati<strong>on</strong> <strong>on</strong>ly offer<strong>in</strong>g special<br />

subject areas have <strong>the</strong> functi<strong>on</strong> of carry<strong>in</strong>g out research, offer<strong>in</strong>g teach<strong>in</strong>g and study opportunities, as well as promot<strong>in</strong>g young<br />

academic talent. Accord<strong>in</strong>gly, <strong>the</strong>y have <strong>the</strong> right to c<strong>on</strong>fer doctoral degrees and professorial qualificati<strong>on</strong>s (Habilitati<strong>on</strong>).<br />

As a rule, <strong>the</strong> range of subjects offered <strong>in</strong>cludes <strong>the</strong>ology, <strong>the</strong> humanities, law, ec<strong>on</strong>omics, <strong>the</strong> social sciences, science and<br />

eng<strong>in</strong>eer<strong>in</strong>g, <strong>the</strong> agricultural sciences and medic<strong>in</strong>e. The term ‘university’ <strong>in</strong>cludes various <strong>in</strong>stituti<strong>on</strong>s specialis<strong>in</strong>g <strong>in</strong><br />

medic<strong>in</strong>e, veter<strong>in</strong>ary medic<strong>in</strong>e, adm<strong>in</strong>istrative studies or sport sciences, as well as <strong>the</strong> federal armed forces’ universities where<br />

officers study.<br />

The churches have higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s of <strong>the</strong>ir own for <strong>the</strong><br />

tra<strong>in</strong><strong>in</strong>g of <strong>the</strong>ologians, or departments <strong>in</strong> additi<strong>on</strong> to <strong>the</strong> <strong>the</strong>ology departments at public universities.<br />

After acquir<strong>in</strong>g a doctoral degree, professors and lecturers have usually proved <strong>the</strong>ir academic achievements <strong>in</strong> research and<br />

teach<strong>in</strong>g <strong>in</strong> an additi<strong>on</strong>al procedure (Habilitati<strong>on</strong>).<br />

Universities are divided <strong>in</strong>to faculties or departments. Special research departments may be set up to promote cross-faculty<br />

research.<br />

Comprehensive universities (Universitäten — Gesamthochschulen), <strong>in</strong> Hesse and North Rh<strong>in</strong>e-Westphalia, comb<strong>in</strong>e <strong>in</strong> <strong>on</strong>e<br />

<strong>in</strong>stituti<strong>on</strong> <strong>the</strong> functi<strong>on</strong>s of <strong>the</strong> universities, teacher tra<strong>in</strong><strong>in</strong>g colleges and Fachhochschulen, and <strong>in</strong> part also <strong>the</strong> functi<strong>on</strong>s of<br />

<strong>the</strong> colleges of art and of music.<br />
