Candidates for higher educati<strong>on</strong> who do not satisfy <strong>the</strong>se c<strong>on</strong>diti<strong>on</strong>s can still be awarded <strong>the</strong> DAES by a jury of <strong>the</strong><br />

French-speak<strong>in</strong>g Community (foreign nati<strong>on</strong>als seek<strong>in</strong>g to study <strong>in</strong> Belgium are often required to pass through this<br />

channel).<br />

(b) For candidates who do not satisfy <strong>the</strong> normal c<strong>on</strong>diti<strong>on</strong>s for access to higher educati<strong>on</strong>, <strong>the</strong> pr<strong>in</strong>ciple of admissi<strong>on</strong><br />

exam<strong>in</strong>ati<strong>on</strong>s is now of general applicati<strong>on</strong> (<strong>the</strong> programme was determ<strong>in</strong>ed by <strong>the</strong> decree of 29 May 1996).<br />

(c) As regards access to <strong>the</strong> sec<strong>on</strong>d cycle, although <strong>the</strong> now l<strong>on</strong>g-planned system of bridges between various types of<br />

educati<strong>on</strong> is not yet <strong>in</strong> place, universities can enrol students who have not completed <strong>the</strong>ir candidat (first two years of<br />

university) <strong>on</strong> <strong>the</strong> basis of professi<strong>on</strong>al experience or pers<strong>on</strong>al abilities.<br />

(d) There are two possibilities open to students seek<strong>in</strong>g to spread <strong>on</strong>e year of study over an extended period, subject to <strong>the</strong><br />

c<strong>on</strong>diti<strong>on</strong>s laid down by <strong>the</strong> university authorities:<br />

general case: <strong>on</strong>e year of study spread over several years;<br />

special case: <strong>on</strong>e year of study spread over two years for a student who enrols for <strong>the</strong> first time and decides to<br />

change course dur<strong>in</strong>g <strong>the</strong> year or c<strong>on</strong>cludes that he or she will not be able to pass <strong>the</strong> first year all at <strong>on</strong>ce.<br />

(e) Although universities have more scope for refus<strong>in</strong>g to enrol a student, <strong>in</strong>sofar as <strong>the</strong> provisi<strong>on</strong>s c<strong>on</strong>cern<strong>in</strong>g university<br />

f<strong>in</strong>anc<strong>in</strong>g have become more restrictive (see below, <strong>on</strong> <strong>the</strong> subject of <strong>the</strong> Hautes écoles), students also have a means of<br />

appeal.<br />

(3) Simplify<strong>in</strong>g measures<br />

(a) As already po<strong>in</strong>ted out, <strong>the</strong>re are no l<strong>on</strong>ger legal degrees and scientific degrees but simply academic degrees, <strong>the</strong>reby<br />

elim<strong>in</strong>at<strong>in</strong>g <strong>the</strong> differences <strong>in</strong> terms of professi<strong>on</strong>al c<strong>on</strong>sequences which <strong>the</strong> former dist<strong>in</strong>cti<strong>on</strong> could create.<br />

(b) As we have also seen, university studies cover 22 areas, divided <strong>in</strong>to three sectors (human and social sciences, sciences,<br />

health sciences) lead<strong>in</strong>g to <strong>the</strong> basic diplomas accord<strong>in</strong>g to <strong>the</strong> list determ<strong>in</strong>ed by <strong>the</strong> decree of 20 March 1996. There are<br />

114 designati<strong>on</strong>s (<strong>in</strong>clud<strong>in</strong>g both first and sec<strong>on</strong>d-cycle diplomas).<br />

The most radical simplificati<strong>on</strong> is <strong>in</strong> <strong>the</strong> term<strong>in</strong>ology c<strong>on</strong>cern<strong>in</strong>g o<strong>the</strong>r diplomas which must now all <strong>in</strong>clude <strong>the</strong> generic<br />

<strong>in</strong>dicati<strong>on</strong> of <strong>the</strong> category of studies c<strong>on</strong>cerned:<br />

additi<strong>on</strong>al study diploma <strong>in</strong>...<br />

<br />

specialised study diplomas <strong>in</strong>... and advanced study diploma <strong>in</strong>... for third-cycle courses prepar<strong>in</strong>g ei<strong>the</strong>r for<br />

specialisati<strong>on</strong> (DES) or research (DEA).<br />

II — Decree of 5 August 1995 determ<strong>in</strong><strong>in</strong>g <strong>the</strong> general organisati<strong>on</strong> of higher educati<strong>on</strong> <strong>in</strong> <strong>the</strong> Hautes écoles<br />

This new decree, which entered <strong>in</strong>to force <strong>in</strong> September 1996, largely replaces <strong>the</strong> law of 7 July 1970 <strong>on</strong> <strong>the</strong> general structure<br />

of higher educati<strong>on</strong>.<br />

It reorganises higher educati<strong>on</strong> <strong>in</strong>to <strong>the</strong> Hautes écoles, <strong>in</strong> <strong>the</strong> <strong>in</strong>terests of rati<strong>on</strong>alisati<strong>on</strong>.<br />

Not <strong>on</strong>ly has <strong>the</strong> system of study <strong>in</strong> n<strong>on</strong>-university educati<strong>on</strong> been profoundly modified, but <strong>the</strong> <strong>in</strong>stituti<strong>on</strong>al <strong>in</strong>frastructure<br />

also. A total of 107 higher educati<strong>on</strong> establishments offer<strong>in</strong>g l<strong>on</strong>g-type or short-type courses are to be regrouped, accord<strong>in</strong>g to<br />

<strong>the</strong> provisi<strong>on</strong>s of <strong>the</strong> decree, <strong>in</strong>to 30 Hautes écoles. In pr<strong>in</strong>ciple, although <strong>in</strong> practice this is not always <strong>the</strong> case, <strong>the</strong>y offer<br />

l<strong>on</strong>g or short courses of higher educati<strong>on</strong> <strong>in</strong> several categories.
