II. <strong>Higher</strong> educati<strong>on</strong> <strong>in</strong> <strong>the</strong> Flemish Community<br />

In <strong>the</strong> Flemish Community, <strong>the</strong> <strong>in</strong>fluence of <strong>the</strong> government <strong>on</strong> educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s is not as important as <strong>in</strong> <strong>the</strong> French- or<br />

German-speak<strong>in</strong>g Communities.<br />

S<strong>in</strong>ce <strong>the</strong> reform of 1994 of n<strong>on</strong>-university higher educati<strong>on</strong>, <strong>the</strong> hogescholen are ei<strong>the</strong>r aut<strong>on</strong>omous (i.e. <strong>in</strong>corporated public<br />

<strong>in</strong>stituti<strong>on</strong>s) or bel<strong>on</strong>g to subsidised educati<strong>on</strong> organised by private organisati<strong>on</strong>s. In a few cases <strong>the</strong> prov<strong>in</strong>ces still act as<br />

establish<strong>in</strong>g body.<br />

As regards universities, whe<strong>the</strong>r public or private, Flemish legislati<strong>on</strong> also made <strong>the</strong>m fairly aut<strong>on</strong>omous <strong>in</strong> 1991.<br />

A number of organisati<strong>on</strong>s have been created by <strong>the</strong> Flemish authorities and <strong>the</strong>y fulfil a particular task or role <strong>on</strong> an<br />

adm<strong>in</strong>istrative or educati<strong>on</strong>al level <strong>in</strong> higher educati<strong>on</strong>.<br />

The Department of Educati<strong>on</strong>:<br />

passes legislati<strong>on</strong> <strong>in</strong> <strong>the</strong> field of f<strong>in</strong>ances, def<strong>in</strong>es <strong>the</strong> m<strong>in</strong>imum standards of organisati<strong>on</strong>, fields of studies, staff statutes,<br />

quality c<strong>on</strong>trol, admissi<strong>on</strong> policy;<br />

determ<strong>in</strong>es <strong>the</strong> m<strong>in</strong>imum and maximum tuiti<strong>on</strong> fees;<br />

supervises <strong>the</strong> compliance with legislative standards (budget c<strong>on</strong>trol);<br />

evaluates <strong>the</strong> equivalence of foreign diplomas.<br />

Vlaamse Onderwijsraad (VLOR)<br />

VLOR is a supreme council, which has advisory authority for every type of educati<strong>on</strong>, except university educati<strong>on</strong>.<br />

Vlaamse <strong>in</strong>teruniversitaire Raad (VLIR)<br />

C<strong>on</strong>sultancy body for <strong>the</strong> Flemish universities and advisory body for university problems.<br />

II.1. The <strong>in</strong>stituti<strong>on</strong>s of higher educati<strong>on</strong><br />

With<strong>in</strong> higher educati<strong>on</strong> <strong>the</strong> follow<strong>in</strong>g dist<strong>in</strong>cti<strong>on</strong>s are made.<br />

II.1.1. Hogescholen (n<strong>on</strong>-university higher<br />

educati<strong>on</strong>)<br />

A dist<strong>in</strong>cti<strong>on</strong> must be made between:<br />

(a) <strong>on</strong>e-cycle courses (three years);<br />

(b) two-cycle courses (first cycle of two years; sec<strong>on</strong>d cycle of two or three years). The two-cycle courses are academic.<br />

N<strong>on</strong>-university higher educati<strong>on</strong> offer<strong>in</strong>g <strong>on</strong>e-cycle courses is designed to tra<strong>in</strong> middle-level executives capable of perform<strong>in</strong>g<br />

or supervis<strong>in</strong>g tasks with a high scientific and technical c<strong>on</strong>tent. The tra<strong>in</strong><strong>in</strong>g rema<strong>in</strong>s c<strong>on</strong>crete <strong>in</strong> approach and is directly<br />

focused <strong>on</strong> <strong>the</strong> professi<strong>on</strong> c<strong>on</strong>cerned. Each area of tra<strong>in</strong><strong>in</strong>g is focused <strong>on</strong> a small professi<strong>on</strong>al field (higher vocati<strong>on</strong>al<br />

tra<strong>in</strong><strong>in</strong>g).<br />

N<strong>on</strong>-university higher educati<strong>on</strong> offer<strong>in</strong>g two-cycle courses is designed to tra<strong>in</strong> high-level executives and professi<strong>on</strong>als. A<br />

str<strong>on</strong>g emphasis is placed <strong>on</strong> apply<strong>in</strong>g scientific knowledge to professi<strong>on</strong>al needs. The tra<strong>in</strong><strong>in</strong>g is less c<strong>on</strong>crete <strong>in</strong> approach<br />

and is focused <strong>on</strong> a wider professi<strong>on</strong>al field. It is at <strong>the</strong> same time active <strong>in</strong> <strong>the</strong> fields of educati<strong>on</strong> at an academic level, of<br />

<strong>the</strong>matic scientific research <strong>in</strong> collaborati<strong>on</strong> with <strong>the</strong> universities or third parties, and of social service.
