The Universidade Católica Portuguesa (Portuguese Catholic University) occupies a special place with<strong>in</strong> <strong>the</strong> system of higher<br />

educati<strong>on</strong> <strong>in</strong> Portugal, s<strong>in</strong>ce it is a legal and ec<strong>on</strong>omic entity established by decree of <strong>the</strong> Holy See and recognised by <strong>the</strong> State<br />

of Portugal for <strong>the</strong> purposes of <strong>in</strong>ternal law under <strong>the</strong> aegis of Article XX of <strong>the</strong> C<strong>on</strong>cordat between <strong>the</strong> two States.<br />

With<strong>in</strong> this legal and <strong>in</strong>stituti<strong>on</strong>al framework, <strong>the</strong> UCP does not need permissi<strong>on</strong> from <strong>the</strong> government to set up or recognise<br />

schools, courses or o<strong>the</strong>r units. The UCP’s representative simply <strong>in</strong>forms government departments about <strong>the</strong> schools and<br />

courses <strong>in</strong> operati<strong>on</strong>.<br />

The UCP awards <strong>the</strong> same academic degrees as those awarded by <strong>the</strong> public universities. Degree courses have <strong>the</strong> same<br />

durati<strong>on</strong> and are organised <strong>in</strong> <strong>the</strong> same way as those offered <strong>in</strong> <strong>the</strong> public educati<strong>on</strong> system.<br />

Private higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s<br />

Private higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s are supervised and partially supported by <strong>the</strong> M<strong>in</strong>istry of Educati<strong>on</strong>. Thus, it falls to <strong>the</strong><br />

State to grant authorisati<strong>on</strong> for <strong>the</strong> creati<strong>on</strong> and operati<strong>on</strong> of <strong>in</strong>stituti<strong>on</strong>s and courses and to decide up<strong>on</strong> <strong>the</strong>ir official<br />

recogniti<strong>on</strong>.<br />

Private higher educati<strong>on</strong> courses are organised <strong>on</strong> <strong>the</strong> same l<strong>in</strong>es as <strong>the</strong> public higher educati<strong>on</strong> courses award<strong>in</strong>g <strong>the</strong><br />

corresp<strong>on</strong>d<strong>in</strong>g degrees. They are of <strong>the</strong> same durati<strong>on</strong> and use <strong>the</strong> same assessment system.<br />

Degrees and diplomas awarded by <strong>the</strong>se <strong>in</strong>stituti<strong>on</strong>s have <strong>the</strong> same value and force as c<strong>on</strong>cerns academic or professi<strong>on</strong>al<br />

effects as those issued by public higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s.<br />

Types of private higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s<br />

In private higher educati<strong>on</strong> we may dist<strong>in</strong>guish two types of <strong>in</strong>stituti<strong>on</strong>:<br />

• university <strong>in</strong>stituti<strong>on</strong>s;<br />

• o<strong>the</strong>r higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s.<br />

Degrees and diplomas issued by private higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s are recognised as equal to those awarded by public<br />

higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s.<br />

II.3.5. Academic recogniti<strong>on</strong> of f<strong>in</strong>al qualificati<strong>on</strong>s <strong>in</strong> higher educati<strong>on</strong><br />

A first degree does not automatically entitle <strong>the</strong> holder to enter a postgraduate course. For <strong>in</strong>stance, holders of a bacharel<br />

degree are not entitled to attend a mestrado course. Only holders of a licenciado degree or a legally equivalent qualificati<strong>on</strong><br />

with a f<strong>in</strong>al mark of 14 al<strong>on</strong>g a scale of 0 to 20 are entitled to attend a mestrado course.<br />

Exam<strong>in</strong>ati<strong>on</strong>s for a doctorate are <strong>on</strong>ly possible for holders of a licenciado degree or a legally equivalent qualificati<strong>on</strong> with a<br />

f<strong>in</strong>al mark of at least 16 al<strong>on</strong>g a scale of 0 to 20, or holders of a mestre degree.<br />

II.3.6. Intercommunicability between <strong>the</strong> systems of higher educati<strong>on</strong><br />

The two systems of higher educati<strong>on</strong> — university and polytechnic — are <strong>in</strong>terl<strong>in</strong>ked and it is always possible to transfer from<br />

<strong>on</strong>e to <strong>the</strong> o<strong>the</strong>r.<br />

In fact, a student attend<strong>in</strong>g a course <strong>in</strong> a polytechnic <strong>in</strong>stituti<strong>on</strong> may apply for a transfer to a university course and vice versa.<br />

The relevant bodies of <strong>the</strong> higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong> to which <strong>the</strong> student wishes to move have <strong>the</strong> power to decide whe<strong>the</strong>r<br />

to accept him or her and to def<strong>in</strong>e <strong>the</strong> curriculum which <strong>the</strong> student will have to complete <strong>in</strong> order to f<strong>in</strong>ish <strong>the</strong> new study<br />

programme.
