The first year (propedeuse) comprises 42 credits and supplies <strong>the</strong> necessary background <strong>in</strong> subjects which are relevant to <strong>the</strong><br />

major area of c<strong>on</strong>centrati<strong>on</strong>. The propedeuse is c<strong>on</strong>cluded by an <strong>in</strong>termediate exam<strong>in</strong>ati<strong>on</strong> known as <strong>the</strong> propedeutisch<br />

examen.<br />

In each year that follows <strong>the</strong>re is a grow<strong>in</strong>g degree of specialisati<strong>on</strong>, but students are allowed c<strong>on</strong>siderable freedom <strong>in</strong> <strong>the</strong><br />

choice of subjects <strong>the</strong>y want to take. Recurrent comp<strong>on</strong>ents of <strong>the</strong> programmes are research methodology and tra<strong>in</strong><strong>in</strong>g, and a<br />

specific number of elective courses outside of but relevant to <strong>the</strong> major field of c<strong>on</strong>centrati<strong>on</strong>. The ratio of required to elective<br />

courses varies accord<strong>in</strong>g to discipl<strong>in</strong>e.<br />

Towards <strong>the</strong> end of <strong>the</strong> programme, students are required to write a<br />

<strong>the</strong>sis (scriptie) of at least 60 pages <strong>in</strong> length. The ma<strong>in</strong> purpose of this <strong>the</strong>sis is to dem<strong>on</strong>strate <strong>the</strong> student’s ability to c<strong>on</strong>duct<br />

<strong>in</strong>dependent research. The evaluati<strong>on</strong> of <strong>the</strong> student’s performance is usually expressed <strong>in</strong> numbers, but <strong>the</strong>re is an alternative<br />

pass/fail (voldoende/<br />

<strong>on</strong>voldoende) grad<strong>in</strong>g system <strong>in</strong> use as well (see II.1.2).<br />

Instructi<strong>on</strong> is given <strong>in</strong> <strong>the</strong> form of lectures, sem<strong>in</strong>ars and practical work. Students must pass a specified number of oral and<br />

written exam<strong>in</strong>ati<strong>on</strong>s (tentamens) for both <strong>the</strong> propedeuse and doctoraal. S<strong>in</strong>ce <strong>the</strong> 1960s, <strong>the</strong> doctoraal exam<strong>in</strong>ati<strong>on</strong> has<br />

become less and less like an exam<strong>in</strong>ati<strong>on</strong> and more and more like an evaluati<strong>on</strong>. The doctoraal exam<strong>in</strong>ati<strong>on</strong> is <strong>the</strong>refore <strong>in</strong> a<br />

certa<strong>in</strong> sense a formality, and its ma<strong>in</strong> functi<strong>on</strong> now is to offer an opportunity for discussi<strong>on</strong> of <strong>the</strong> scriptie or f<strong>in</strong>al project.<br />

As well as <strong>the</strong> normal doctoraal programmes, universities also offer a number of post-doctoraal programmes.<br />

The open university<br />

The purpose of <strong>the</strong> open university is to provide higher educati<strong>on</strong> to adults, i.e. <strong>in</strong>dividuals over 18, who are unable to utilise<br />

traditi<strong>on</strong>al programmes and <strong>in</strong>stituti<strong>on</strong>s. Students’ reas<strong>on</strong>s for select<strong>in</strong>g <strong>the</strong> open university may range from lack of formal<br />

educati<strong>on</strong>al qualificati<strong>on</strong>s to family and work commitments that preclude full-time study.<br />

The open university offers both university and HBO programmes and has <strong>the</strong> authority to grant <strong>the</strong> same degrees. A number<br />

of programmes are available <strong>in</strong> each of <strong>the</strong> follow<strong>in</strong>g broad areas: bus<strong>in</strong>ess and adm<strong>in</strong>istrative sciences (bedrijfs- en<br />

bestuurswetenschappen), cultural sciences (cultuurwetenschappen), ec<strong>on</strong>omic sciences (ec<strong>on</strong>omische wetenschappen), natural<br />

sciences (natuurwetenschappen), legal sciences (rechtswetenschappen), social sciences (sociale wetenschappen), and<br />

technical and eng<strong>in</strong>eer<strong>in</strong>g sciences (technische wetenschappen).<br />

Courses largely comprise pre-tested written material, and <strong>in</strong> some cases media material, designed by <strong>the</strong> open university’s<br />

professi<strong>on</strong>al staff. Most courses are <strong>in</strong>tended for home study, but some require attendance.<br />

Each course c<strong>on</strong>sists of <strong>on</strong>e or more modules. Each module<br />

represents an average of 100 hours of study and has a value of three credits which are awarded up<strong>on</strong> completi<strong>on</strong> of <strong>the</strong> course.<br />

Units of credit are earned by pass<strong>in</strong>g supervised exam<strong>in</strong>ati<strong>on</strong>s, which are c<strong>on</strong>ducted <strong>on</strong>ly at approved sites. In additi<strong>on</strong> to <strong>the</strong>re<br />

be<strong>in</strong>g three standard annual exam<strong>in</strong>ati<strong>on</strong> dates, exam<strong>in</strong>ati<strong>on</strong>s for many courses are offered throughout <strong>the</strong> year by means of a<br />

computerised test<strong>in</strong>g system that generates <strong>in</strong>dividual tests for each candidate. Exams of this type are known as sys-tentamens.<br />

Pass<strong>in</strong>g <strong>the</strong> exam <strong>in</strong> a course is awarded with a certificate (certificaat). Students who have earned two or more certificates<br />

may request a transcript (dossierverklar<strong>in</strong>g) that summarises <strong>the</strong>ir progress. Students who have completed all first-year<br />

requirements of a university or HBO programme (14 modules, i.e. 42 credits) may get a certificate known as <strong>the</strong><br />

propedeuseverklar<strong>in</strong>g which facilitates transfer to o<strong>the</strong>r higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s.
