I. <strong>Higher</strong> educati<strong>on</strong> system<br />

Accord<strong>in</strong>g to law, <strong>the</strong> Icelandic educati<strong>on</strong> system is divided <strong>in</strong>to <strong>the</strong> follow<strong>in</strong>g four levels: (1) pre-school educati<strong>on</strong><br />

(leikskólastig); (2) compulsory educati<strong>on</strong>, primary and lower sec<strong>on</strong>dary educati<strong>on</strong> (grunnskólastig); (3) upper sec<strong>on</strong>dary<br />

educati<strong>on</strong> (framhaldsskólastig); (4) higher educati<strong>on</strong> (háskólastig). The upper sec<strong>on</strong>dary level is by law under <strong>the</strong> direct<br />

c<strong>on</strong>trol of <strong>the</strong> M<strong>in</strong>istry of Culture and Educati<strong>on</strong>, but <strong>the</strong> municipalities are resp<strong>on</strong>sible for pre-school and compulsory<br />

educati<strong>on</strong>. Resp<strong>on</strong>sibility for <strong>the</strong> higher educati<strong>on</strong> sector rests with <strong>the</strong> State and is, for <strong>the</strong> most part, f<strong>in</strong>anced with public<br />

funds. However, <strong>the</strong>re is no general legislati<strong>on</strong> for <strong>the</strong> higher educati<strong>on</strong> system as a whole. C<strong>on</strong>stituti<strong>on</strong>ally each higher<br />

educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong> is directly resp<strong>on</strong>sible to <strong>the</strong> M<strong>in</strong>ister of Culture and Educati<strong>on</strong> and has its own law def<strong>in</strong><strong>in</strong>g <strong>the</strong> ma<strong>in</strong><br />

role of <strong>the</strong> <strong>in</strong>stituti<strong>on</strong> <strong>in</strong> educati<strong>on</strong> and research, durati<strong>on</strong> of programmes, <strong>the</strong> degrees offered, its resp<strong>on</strong>sibilities towards<br />

higher authorities, its <strong>in</strong>ternal organisati<strong>on</strong> and adm<strong>in</strong>istrative structure. With<strong>in</strong> <strong>the</strong> framework of <strong>the</strong> available appropriati<strong>on</strong>s<br />

<strong>the</strong> <strong>in</strong>dividual <strong>in</strong>stituti<strong>on</strong>s draw up and update curricula, <strong>in</strong>dicat<strong>in</strong>g aims, scope and durati<strong>on</strong>, form and c<strong>on</strong>tent of courses and<br />

descripti<strong>on</strong> of syllabus.<br />

Studies at <strong>the</strong> higher educati<strong>on</strong> level normally presuppose 14 years’ of preparatory educati<strong>on</strong> (10 years’ compulsory educati<strong>on</strong><br />

and four years’ upper sec<strong>on</strong>dary educati<strong>on</strong>). However, some l<strong>in</strong>es of study at <strong>the</strong> upper sec<strong>on</strong>dary level take l<strong>on</strong>ger than four<br />

years. This applies, for example, to certa<strong>in</strong> vocati<strong>on</strong>al courses.<br />

I.1. The <strong>in</strong>stituti<strong>on</strong>s of higher educati<strong>on</strong><br />

N<strong>on</strong>-university higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s<br />

There are a few specialised <strong>in</strong>stituti<strong>on</strong>s (sérskólar), though not def<strong>in</strong>ed by law as higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s, which offer a<br />

range of different educati<strong>on</strong> bridg<strong>in</strong>g sec<strong>on</strong>dary and university level. These are Myndlista- og handídaskóli Íslands (The<br />

Icelandic College of Art and Crafts), Leiklistarskóli Íslands (The Icelandic College of Drama), Tónlistarskól<strong>in</strong>n í Reykjavík<br />

(The Reykjavík College of Music), Fósturskóli Íslands (The Icelandic College for Pre-school Teachers), Throskathjálfaskóli<br />

Íslands (The Icelandic College of Social Pedagogy), Íthróttakennaraskóli Íslands (The Icelandic College of Sport and<br />

Physical Educati<strong>on</strong>), and Tolvuháskóli Verzlunarskóla Íslands, Reykjavík (The Commercial College of Iceland, School of<br />

Computer Science).<br />

The n<strong>on</strong>-university higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s offer practical tra<strong>in</strong><strong>in</strong>g programmes geared towards specific occupati<strong>on</strong>s <strong>in</strong><br />

<strong>the</strong> subject fields stipulated by <strong>the</strong> law of each <strong>in</strong>stituti<strong>on</strong>. In most cases <strong>the</strong>y do not carry out research <strong>the</strong>mselves, but <strong>the</strong><br />

tra<strong>in</strong><strong>in</strong>g offered is based <strong>on</strong> research.<br />

University higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s<br />

There are two types of university higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s <strong>in</strong> Iceland:<br />

1. Háskólar (Universities, <strong>the</strong> Icelandic term háskóli is used <strong>in</strong> <strong>the</strong> same sense as <strong>the</strong> Lat<strong>in</strong> term universitas). These are<br />

Háskóli Íslands, Reykjavík (The University of Iceland), which offers study programmes <strong>in</strong> <strong>the</strong> traditi<strong>on</strong>al university<br />

subjects, Háskól<strong>in</strong>n á Akureyri (The University College of Akureyri) and Kennaraháskóli Íslands, Reykjavík (The<br />

University College of Educati<strong>on</strong>).<br />

2. Tækniskólar og sérskólar (Technical and vocati<strong>on</strong>al colleges). These are Tækniskóli Íslands, Reykjavík (The Icelandic<br />

College of Eng<strong>in</strong>eer<strong>in</strong>g and Technology), Bændaskól<strong>in</strong>n á Hvanneyri, Borgarfjordur (The Agricultural College,<br />

Hvanneyri) and Samv<strong>in</strong>nuháskól<strong>in</strong>n Bifrost, Borgarfjordur (The Co-operative College of Iceland).<br />

Universities are charged with <strong>the</strong> task of carry<strong>in</strong>g out research and offer<strong>in</strong>g higher educati<strong>on</strong> programmes <strong>in</strong> <strong>the</strong> subject fields<br />

stipulated by <strong>the</strong> law relat<strong>in</strong>g to each <strong>in</strong>stituti<strong>on</strong>. These <strong>in</strong>stituti<strong>on</strong>s must c<strong>on</strong>tribute to <strong>the</strong> expansi<strong>on</strong> of knowledge utilis<strong>in</strong>g<br />

scientific work<strong>in</strong>g methods and results and <strong>the</strong>y <strong>the</strong>mselves decide <strong>on</strong> <strong>the</strong> research to be carried out.
