I. <strong>Higher</strong> educati<strong>on</strong> system<br />

<strong>Higher</strong> educati<strong>on</strong> <strong>in</strong> Ireland is funded to a significant degree by <strong>the</strong> State. A number of adm<strong>in</strong>istrative bodies with<br />

coord<strong>in</strong>at<strong>in</strong>g and plann<strong>in</strong>g<br />

functi<strong>on</strong>s exist. In practice, however, each <strong>in</strong>stituti<strong>on</strong> has a c<strong>on</strong>siderable amount of aut<strong>on</strong>omy, especially <strong>in</strong> relati<strong>on</strong> to<br />

academic matters. Courses of higher educati<strong>on</strong> are provided at over 50 <strong>in</strong>stituti<strong>on</strong>s.<br />

The level of aut<strong>on</strong>omy varies not <strong>on</strong>ly between <strong>the</strong> different groups of <strong>in</strong>stituti<strong>on</strong>s, but also from college to college with<strong>in</strong> any<br />

s<strong>in</strong>gle group. Overall, however, <strong>the</strong> c<strong>on</strong>cept of college aut<strong>on</strong>omy is recognised by <strong>the</strong> State with <strong>the</strong> development of a higher<br />

educati<strong>on</strong> system carried out <strong>in</strong> a spirit of cooperati<strong>on</strong> between <strong>the</strong> two partners.<br />

A number of bodies, listed below, have been established by <strong>the</strong> Government, each of which has a specific role or functi<strong>on</strong> <strong>in</strong><br />

<strong>the</strong> adm<strong>in</strong>istrati<strong>on</strong> of higher educati<strong>on</strong>.<br />

The Department of Educati<strong>on</strong><br />

The Department of Educati<strong>on</strong> has overall resp<strong>on</strong>sibility for <strong>the</strong> adm<strong>in</strong>istrati<strong>on</strong> of public educati<strong>on</strong>. Most State subsidisati<strong>on</strong> of<br />

universities and o<strong>the</strong>r third-level educati<strong>on</strong>al colleges is channelled through this department.<br />

The <strong>Higher</strong> Educati<strong>on</strong> Authority (HEA)<br />

The HEA is a State body with both executive and advisory functi<strong>on</strong>s <strong>in</strong> relati<strong>on</strong> to <strong>the</strong> support and development of higher<br />

educati<strong>on</strong> by <strong>the</strong> State.<br />

The advisory powers of <strong>the</strong> HEA apply throughout <strong>the</strong> whole of <strong>the</strong> third-level sector. Its fund<strong>in</strong>g role is limited to <strong>the</strong><br />

universities and specifically designated <strong>in</strong>stituti<strong>on</strong>s.<br />

Vocati<strong>on</strong>al Educati<strong>on</strong> Committees (VECs)<br />

While <strong>the</strong> VECs are no l<strong>on</strong>ger resp<strong>on</strong>sible for <strong>the</strong> adm<strong>in</strong>istrati<strong>on</strong> of<br />

technical and c<strong>on</strong>t<strong>in</strong>u<strong>in</strong>g educati<strong>on</strong>, <strong>the</strong>y do have an <strong>in</strong>put <strong>in</strong>to overall policy <strong>in</strong> this area.<br />

The Nati<strong>on</strong>al Council for Educati<strong>on</strong>al Awards (NCEA)<br />

The NCEA is <strong>the</strong> body that validates <strong>the</strong> majority of courses available <strong>in</strong> <strong>the</strong> Nati<strong>on</strong>al College of Art and Design and <strong>the</strong><br />

Regi<strong>on</strong>al Technical Colleges and it c<strong>on</strong>fers many of <strong>the</strong>ir certificates, diplomas and degrees. It also validates a wide number<br />

of courses <strong>in</strong> <strong>the</strong> Dubl<strong>in</strong> Institute of Technology. Awards <strong>in</strong> a number of <strong>in</strong>dependent (private) colleges are also made by <strong>the</strong><br />

NCEA.<br />

The Central Applicati<strong>on</strong>s Office (CAO)<br />

The CAO rati<strong>on</strong>alises <strong>the</strong> admissi<strong>on</strong> procedures for <strong>the</strong> universities and operates <strong>the</strong> Central Admissi<strong>on</strong>s Service for <strong>the</strong><br />

Regi<strong>on</strong>al Technical Colleges and Dubl<strong>in</strong> Institute of Technology, and <strong>the</strong> Teacher Tra<strong>in</strong><strong>in</strong>g Colleges.<br />

Admissi<strong>on</strong> is based <strong>on</strong> <strong>the</strong> atta<strong>in</strong>ment of m<strong>in</strong>imum academic standards <strong>in</strong> sec<strong>on</strong>d-level educati<strong>on</strong>. The standard for each<br />

course is set by <strong>the</strong><br />

colleges <strong>the</strong>mselves. The CAO’s process<strong>in</strong>g system is designed to offer applicants <strong>the</strong> highest preference course to which <strong>the</strong>y<br />

are entitled.<br />

The third-level teach<strong>in</strong>g <strong>in</strong>stituti<strong>on</strong>s may be divided <strong>in</strong>to different groups accord<strong>in</strong>g to <strong>the</strong> resp<strong>on</strong>sible authority.
