The university higher educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s offer a large number of widely vary<strong>in</strong>g degree courses of different types and<br />

levels <strong>in</strong> a wide range of subjects. Specialisati<strong>on</strong> <strong>in</strong> a subject beg<strong>in</strong>s right at <strong>the</strong> start of university studies, i.e. university<br />

studies do not <strong>in</strong>clude a general studies comp<strong>on</strong>ent. This general studies background knowledge is obta<strong>in</strong>ed <strong>in</strong> upper<br />

sec<strong>on</strong>dary schools.<br />

The exam<strong>in</strong>ati<strong>on</strong>s are adm<strong>in</strong>istered by <strong>the</strong> <strong>in</strong>stituti<strong>on</strong> itself. The forms of exam<strong>in</strong>ati<strong>on</strong>s and assessment vary from course to<br />

course but <strong>in</strong> all cases <strong>the</strong> course will be assessed by means of oral or written tests which can be arranged ei<strong>the</strong>r <strong>in</strong>ternally or<br />

externally. Internal tests are assessed by <strong>in</strong>ternal exam<strong>in</strong>er(s) or a comb<strong>in</strong>ati<strong>on</strong> of <strong>in</strong>ternal and external exam<strong>in</strong>ers, who are<br />

appo<strong>in</strong>ted by <strong>the</strong> educati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>. External exam<strong>in</strong>ers are appo<strong>in</strong>ted by <strong>the</strong> M<strong>in</strong>istry of Culture and Educati<strong>on</strong> <strong>on</strong> <strong>the</strong><br />

recommendati<strong>on</strong> of <strong>the</strong> educati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>.<br />

As a general rule grades are expressed <strong>on</strong> <strong>the</strong> 0 to 10 scale (see I.3) or with <strong>the</strong> assessment pass/fail.<br />

On successful completi<strong>on</strong>, a course of study may <strong>in</strong> some cases lead directly to a professi<strong>on</strong>al qualificati<strong>on</strong>, while <strong>in</strong> o<strong>the</strong>r<br />

cases additi<strong>on</strong>al tra<strong>in</strong><strong>in</strong>g specific to <strong>the</strong> professi<strong>on</strong> is required. In order to qualify for a professi<strong>on</strong>al qualificati<strong>on</strong> <strong>in</strong> such cases,<br />

additi<strong>on</strong>al specialised study programmes are required, sometimes comb<strong>in</strong>ed with practical tra<strong>in</strong><strong>in</strong>g.<br />
