III. Types and special sorts of f<strong>in</strong>al diplomas <strong>in</strong> higher educati<strong>on</strong><br />

Official diplomas are awarded up<strong>on</strong> <strong>the</strong> completi<strong>on</strong> of degrees pursued at <strong>the</strong> universities dependent <strong>on</strong> <strong>the</strong> Catholic Church <strong>in</strong><br />

Spa<strong>in</strong>. In accordance with <strong>the</strong> legal provisi<strong>on</strong>s prescribed by <strong>the</strong> appropriate agreement between Spa<strong>in</strong> and <strong>the</strong> Holy See, <strong>the</strong>se<br />

diplomas take <strong>the</strong> same effects as those awarded by public universities, given that <strong>the</strong>y have been granted civil effects by<br />

means of a Royal State Decree. In this case, <strong>the</strong> diplomas bear <strong>the</strong> same denom<strong>in</strong>ati<strong>on</strong>s as those awarded by public<br />

universities, and are issued <strong>on</strong> behalf of <strong>the</strong> k<strong>in</strong>g by <strong>the</strong> chancellor of <strong>the</strong> university at issue (until now, by <strong>the</strong> M<strong>in</strong>istry of<br />

Educati<strong>on</strong> and Science). With regard to diplomas issued by universities dependent <strong>on</strong> <strong>the</strong> Catholic Church and which have not<br />

been granted civil effects, <strong>the</strong>y do not have official status.<br />

The Ley Orgánica de Reforma Universitaria (law for <strong>the</strong> reform of<br />

higher educati<strong>on</strong>) of 1983 regulates <strong>the</strong> possibility of creat<strong>in</strong>g private universities (under a regulati<strong>on</strong> o<strong>the</strong>r than that of <strong>the</strong><br />

universities depend<strong>in</strong>g <strong>on</strong> <strong>the</strong> Catholic Church). Three universities of this k<strong>in</strong>d have<br />

already been created. Their diplomas will be issued by <strong>the</strong> chancellor or ano<strong>the</strong>r pers<strong>on</strong> with a similarly preem<strong>in</strong>ent post, and<br />

will need to be approved by <strong>the</strong> government before <strong>the</strong>y can have official status. The same regulati<strong>on</strong>s apply to private schools<br />

of higher educati<strong>on</strong> that do not depend <strong>on</strong> any university. In this case, however, <strong>the</strong> school will need to <strong>in</strong>tegrate <strong>in</strong>to a private<br />

university or be assigned to a public <strong>on</strong>e.
