The discipl<strong>in</strong>e of <strong>the</strong>ology is not <strong>on</strong>ly taught by <strong>the</strong> Faculty of Theology at six of <strong>the</strong> 13 regular universities, but also at five<br />

<strong>the</strong>ological universities. These can be divided accord<strong>in</strong>g to denom<strong>in</strong>ati<strong>on</strong>. They c<strong>on</strong>sist of <strong>on</strong>e faculty where propedeuse and<br />

doctoraal programmes (see I.3) <strong>in</strong> <strong>the</strong>ology are offered, lead<strong>in</strong>g to diplomas which are legally recognised as equivalent to<br />

those of regular universities.<br />

The admissi<strong>on</strong> requirement is <strong>the</strong> VWO diploma (see II.1.2). If this does not <strong>in</strong>clude Greek and/or Lat<strong>in</strong>, an admissi<strong>on</strong><br />

exam<strong>in</strong>ati<strong>on</strong> must be passed <strong>in</strong> <strong>the</strong>se subjects.<br />

The length of <strong>the</strong> propedeuse is <strong>on</strong>e year while that of <strong>the</strong> doctoraal programme is five years. Unlike that at regular<br />

universities, <strong>the</strong> doctoraal programme at <strong>the</strong>ological universities <strong>in</strong>cludes all <strong>the</strong> professi<strong>on</strong>al and ecclesiastical subjects; this<br />

expla<strong>in</strong>s <strong>the</strong> l<strong>on</strong>ger course length. Some <strong>the</strong>ological universities also offer ecclesiastical professi<strong>on</strong>al courses, for example, <strong>in</strong><br />

order to become a pastoral assistant.<br />

O<strong>the</strong>r educati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s<br />

Besides <strong>the</strong> <strong>in</strong>stituti<strong>on</strong>s offer<strong>in</strong>g higher educati<strong>on</strong> described above, <strong>the</strong>re are many <strong>in</strong>stituti<strong>on</strong>s offer<strong>in</strong>g different types of<br />

higher educati<strong>on</strong> which fall under o<strong>the</strong>r legislati<strong>on</strong>:<br />

<strong>in</strong>ternati<strong>on</strong>al educati<strong>on</strong> <strong>in</strong>stitutes (<strong>in</strong>ternati<strong>on</strong>aal <strong>on</strong>derwijs, IO), designed to offer advanced tra<strong>in</strong><strong>in</strong>g courses to men and<br />

women from develop<strong>in</strong>g countries;<br />

<strong>in</strong>stituti<strong>on</strong>s offer<strong>in</strong>g courses which do not fall under <strong>the</strong> M<strong>in</strong>istry of Educati<strong>on</strong>, Culture and Science;<br />

a great many private educati<strong>on</strong> <strong>in</strong>stituti<strong>on</strong>s, which are recognised by <strong>the</strong> recognised educati<strong>on</strong>al<br />

<strong>in</strong>stituti<strong>on</strong>s act of 1986 (wet op de erkende <strong>on</strong>derwijs<strong>in</strong>stell<strong>in</strong>gen). These <strong>in</strong>stituti<strong>on</strong>s may offer<br />

programmes that lead to exam<strong>in</strong>ati<strong>on</strong>s that are supervised by <strong>the</strong> m<strong>in</strong>istries hav<strong>in</strong>g jurisdicti<strong>on</strong> over <strong>the</strong><br />

fields <strong>in</strong>volved. These exam<strong>in</strong>ati<strong>on</strong>s cover a broad range of professi<strong>on</strong>al, vocati<strong>on</strong>al and academic<br />

competencies, some of which are at <strong>the</strong> higher educati<strong>on</strong> level.<br />

These types of educati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s will be described <strong>in</strong> Secti<strong>on</strong> III.<br />

Coord<strong>in</strong>at<strong>in</strong>g organisati<strong>on</strong>s<br />

The recognised <strong>in</strong>stituti<strong>on</strong>s of higher educati<strong>on</strong> have set up coord<strong>in</strong>at<strong>in</strong>g organisati<strong>on</strong>s which c<strong>on</strong>sult with <strong>the</strong> government <strong>on</strong><br />

behalf of <strong>the</strong> <strong>in</strong>stituti<strong>on</strong>s. There is an HBO-Raad (Associati<strong>on</strong> of Dutch Polytechnics and Colleges) and a Verenig<strong>in</strong>g van<br />

samenwerkende Nederlandse universiteiten, VSNU (Associati<strong>on</strong> of Universities <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands).<br />

The aim of <strong>the</strong> HBO-Raad is to promote <strong>the</strong> development of higher professi<strong>on</strong>al educati<strong>on</strong>. It negotiates with <strong>the</strong> government<br />

<strong>on</strong> behalf of <strong>the</strong> hogescholen. The VSNU’s most important aim is to promote c<strong>on</strong>sultati<strong>on</strong> and cooperati<strong>on</strong> am<strong>on</strong>g <strong>the</strong><br />

universities <strong>in</strong> order to form a comm<strong>on</strong> visi<strong>on</strong> of <strong>the</strong> future development of academic educati<strong>on</strong> and research. The VSNU<br />

negotiates with <strong>the</strong> government <strong>on</strong> matters which affect all<br />

universities.<br />

I.2. Number of students<br />

In 1992 <strong>the</strong> total number of full-time students registered at universities and hogescholen was 422152. Approximately 2% of<br />

<strong>the</strong>m were<br />

foreign nati<strong>on</strong>als, nearly half of whom came from EC Member States.<br />

Of <strong>the</strong> students from <strong>European</strong> States, 2257 studied at universities and 1607 studied at hogescholen.
