All <strong>the</strong>se 20 universities undertake research, provide postgraduate educati<strong>on</strong> and c<strong>on</strong>fer doctorates. Scientific research is an<br />

essential functi<strong>on</strong> of <strong>the</strong> universities; all university tuiti<strong>on</strong> is based <strong>on</strong> <strong>the</strong> pr<strong>in</strong>ciple of <strong>the</strong> unity of teach<strong>in</strong>g and research —<br />

teach<strong>in</strong>g is based <strong>on</strong> research and <strong>the</strong>re is a research element <strong>in</strong> all degrees.<br />

The number of faculties <strong>in</strong> multi-field universities varies from four to n<strong>in</strong>e. The faculties are fur<strong>the</strong>r divided <strong>in</strong>to departments.<br />

The specialised<br />

<strong>in</strong>stituti<strong>on</strong>s sometimes offer degree programmes bey<strong>on</strong>d <strong>the</strong>ir field of<br />

specialisati<strong>on</strong>, e.g. Lappeenrannan teknill<strong>in</strong>en korkeakoulu — <strong>on</strong>e of <strong>the</strong> technical universities — has a degree programme <strong>in</strong><br />

ec<strong>on</strong>omics and bus<strong>in</strong>ess adm<strong>in</strong>istrati<strong>on</strong>. In <strong>the</strong> same way, some multi-field universities provide educati<strong>on</strong> <strong>in</strong> eng<strong>in</strong>eer<strong>in</strong>g and<br />

architecture, ec<strong>on</strong>omics, <strong>the</strong> arts, etc.<br />

O<strong>the</strong>r <strong>in</strong>stituti<strong>on</strong>s<br />

University-level degrees are also provided by a military <strong>in</strong>stituti<strong>on</strong> under <strong>the</strong> M<strong>in</strong>istry of Defence, i.e.<br />

Maanpuolustuskorkeakoulu/Försvarshögskolan.<br />

N<strong>on</strong>-university higher educati<strong>on</strong><br />

F<strong>in</strong>land is gradually build<strong>in</strong>g up a n<strong>on</strong>-university sector of higher educati<strong>on</strong> c<strong>on</strong>sist<strong>in</strong>g of <strong>in</strong>stituti<strong>on</strong>s known as<br />

ammattikorkeakoulut (AMK <strong>in</strong>stituti<strong>on</strong>s, <strong>in</strong>stitutes of professi<strong>on</strong>al higher educati<strong>on</strong> or polytechnics <strong>in</strong> English). AMK<br />

<strong>in</strong>stituti<strong>on</strong>s are be<strong>in</strong>g formed by upgrad<strong>in</strong>g <strong>the</strong> specialised <strong>in</strong>stituti<strong>on</strong>s (which offer vocati<strong>on</strong>al higher educati<strong>on</strong>) and by<br />

merg<strong>in</strong>g <strong>the</strong>m to form new, multi-field AMK <strong>in</strong>stituti<strong>on</strong>s. The vocati<strong>on</strong>al higher educati<strong>on</strong> reform was launched <strong>in</strong> 1991 with<br />

<strong>the</strong> enactment of legislati<strong>on</strong> <strong>on</strong> experimental AMKs. Twenty-two temporary AMK <strong>in</strong>stituti<strong>on</strong>s were established under <strong>the</strong> act<br />

throughout <strong>the</strong> country; <strong>the</strong> <strong>in</strong>stituti<strong>on</strong>s were composed of 85 vocati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s. Favourable feedback from <strong>the</strong><br />

experiment prompted rapid acti<strong>on</strong>: <strong>in</strong> March 1995 <strong>the</strong> parliament approved legislati<strong>on</strong> mak<strong>in</strong>g <strong>the</strong> AMK system permanent,<br />

and <strong>the</strong> first permanent operat<strong>in</strong>g licences were granted to n<strong>in</strong>e <strong>in</strong>stituti<strong>on</strong>s. The licences will be granted annually <strong>on</strong> <strong>the</strong> basis<br />

of quality and performance dur<strong>in</strong>g <strong>the</strong> experimental phase. The creati<strong>on</strong> of <strong>the</strong> n<strong>on</strong>-university sector of higher educati<strong>on</strong> will<br />

last until <strong>the</strong> end of this decade, by which time a permanent network of AMK <strong>in</strong>stituti<strong>on</strong>s will be established.<br />

Al<strong>on</strong>g with <strong>the</strong> AMK reform, all vocati<strong>on</strong>al educati<strong>on</strong> has underg<strong>on</strong>e a structural reform. Until now, <strong>the</strong> c<strong>on</strong>cept of vocati<strong>on</strong>al<br />

educati<strong>on</strong> <strong>in</strong> F<strong>in</strong>land covered both sec<strong>on</strong>dary and higher vocati<strong>on</strong>al educati<strong>on</strong>; for example, <strong>the</strong>re were no special <strong>in</strong>stituti<strong>on</strong>s<br />

for higher educati<strong>on</strong> (except for <strong>the</strong> field of technology). The complicated system made for multiple educati<strong>on</strong>; <strong>the</strong> same<br />

<strong>in</strong>stituti<strong>on</strong>s offered vocati<strong>on</strong>al programmes for comprehensive school leavers and matriculated students at three levels<br />

(kouluaste/skolnivå, opistoaste/<strong>in</strong>stitutnivå and ammatill<strong>in</strong>en korkea-aste/yrkesutbildn<strong>in</strong>g på högre nivå). A sequential<br />

programme structure has recently been <strong>in</strong>troduced to vocati<strong>on</strong>al educati<strong>on</strong>: students first take a basic vocati<strong>on</strong>al qualificati<strong>on</strong><br />

and <strong>the</strong>n move <strong>on</strong> to higher educati<strong>on</strong>, i.e. to AMK <strong>in</strong>stituti<strong>on</strong>s or to post-sec<strong>on</strong>dary level programmes <strong>in</strong> vocati<strong>on</strong>al<br />

<strong>in</strong>stituti<strong>on</strong>s. Implementati<strong>on</strong> of <strong>the</strong> new structure started <strong>in</strong> autumn 1995 with <strong>in</strong>itial vocati<strong>on</strong>al educati<strong>on</strong>, <strong>in</strong> autumn 1996 it<br />

came <strong>in</strong>to use <strong>in</strong> post-sec<strong>on</strong>dary level as well. However, <strong>the</strong> post-sec<strong>on</strong>dary level will be dismantled by <strong>the</strong> year 2000, and all<br />

<strong>the</strong> n<strong>on</strong>-university higher educati<strong>on</strong> will be provided by AMK <strong>in</strong>stituti<strong>on</strong>s.<br />

AMK <strong>in</strong>stituti<strong>on</strong>s<br />

In autumn 1996, <strong>the</strong> number of AMK <strong>in</strong>stituti<strong>on</strong>s was 28. When two new <strong>in</strong>stituti<strong>on</strong>s jo<strong>in</strong>ed <strong>the</strong> system <strong>in</strong> August 1997, <strong>the</strong><br />

basic network of AMK <strong>in</strong>stituti<strong>on</strong>s could be c<strong>on</strong>sidered complete. The government will grant<br />

permanent operat<strong>in</strong>g licences until <strong>the</strong> end of <strong>the</strong> 1990s: n<strong>in</strong>e of <strong>the</strong><br />

<strong>in</strong>stituti<strong>on</strong>s ga<strong>in</strong>ed permanent status <strong>in</strong> autumn 1996, seven o<strong>the</strong>rs will get it <strong>in</strong> autumn 1997. At <strong>the</strong> same time, new<br />

vocati<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s will jo<strong>in</strong> <strong>the</strong> exist<strong>in</strong>g AMKs, and some AMKs may merge to form a new larger entity. Accord<strong>in</strong>g to<br />

current plans, <strong>the</strong> number of AMK <strong>in</strong>stituti<strong>on</strong>s should stabilise at around 25 by <strong>the</strong> year 2000.
