There are eight colleges of educati<strong>on</strong> located throughout <strong>the</strong> country, three of which offer degree courses lead<strong>in</strong>g to<br />

qualificati<strong>on</strong> as teachers of specialised subjects at sec<strong>on</strong>dary school level. The five rema<strong>in</strong><strong>in</strong>g<br />

colleges of educati<strong>on</strong> provide approved degree courses which lead to qualificati<strong>on</strong> as a primary school teacher.<br />

(The Educati<strong>on</strong> Departments <strong>in</strong> <strong>the</strong> universities each offer a <strong>on</strong>e-year postgraduate diploma course <strong>in</strong> educati<strong>on</strong>. The award —<br />

higher diploma <strong>in</strong> educati<strong>on</strong> — is recognised for <strong>the</strong> purpose of teach<strong>in</strong>g students at sec<strong>on</strong>dary level.)<br />

Nati<strong>on</strong>al Distance Educati<strong>on</strong> Centre (NDEC)<br />

The NDEC was established <strong>in</strong> 1982 to develop distance educati<strong>on</strong> programmes and is operated under <strong>the</strong> govern<strong>in</strong>g body of<br />

Dubl<strong>in</strong> City University. Teach<strong>in</strong>g programmes are provided at diploma, degree and postgraduate levels <strong>in</strong> such areas as<br />

<strong>in</strong>formati<strong>on</strong> technology, humanities and account<strong>in</strong>g and are accredited by Dubl<strong>in</strong> City University or <strong>the</strong> university which is<br />

act<strong>in</strong>g as study centre. Short-term programmes <strong>in</strong> comput<strong>in</strong>g and c<strong>on</strong>t<strong>in</strong>u<strong>in</strong>g professi<strong>on</strong>al educati<strong>on</strong> courses are <strong>on</strong> offer and<br />

are accredited by <strong>the</strong> relevant professi<strong>on</strong>al bodies.<br />

O<strong>the</strong>r <strong>in</strong>stitutes, colleges, schools<br />

O<strong>the</strong>r <strong>in</strong>stituti<strong>on</strong>s of higher educati<strong>on</strong>, ma<strong>in</strong>ly specialist <strong>in</strong> nature, also exist. The fields of study provided for, <strong>in</strong>clude art and<br />

design, music, bus<strong>in</strong>ess studies, account<strong>in</strong>g, professi<strong>on</strong>al legal studies and hotel and cater<strong>in</strong>g management. The <strong>in</strong>stituti<strong>on</strong>s<br />

which do not receive State subsidy are <strong>in</strong> this sector.<br />

Forms of post-school educati<strong>on</strong> not previously menti<strong>on</strong>ed <strong>in</strong>clude secretarial and office skills courses, tra<strong>in</strong><strong>in</strong>g for <strong>the</strong> Garda<br />

Siochana (police force), and religious <strong>in</strong>structi<strong>on</strong> <strong>in</strong> sem<strong>in</strong>aries. A broad range of post-leav<strong>in</strong>g certificate courses has emerged<br />

cover<strong>in</strong>g bus<strong>in</strong>ess skills, comput<strong>in</strong>g, languages and o<strong>the</strong>r related subjects. Not all of <strong>the</strong>se are classified as ‘higher educati<strong>on</strong>’.<br />

I.2. Number of students<br />

In 1992/93, <strong>the</strong>re were 84140 full-time students <strong>in</strong> higher educati<strong>on</strong> <strong>in</strong> Ireland. The current rate of participati<strong>on</strong> am<strong>on</strong>g <strong>the</strong><br />

nati<strong>on</strong>al 17-19 age cohort is 42%. This rate has risen sharply <strong>in</strong> <strong>the</strong> past decade and reflects <strong>the</strong> rapid growth <strong>in</strong> demand for<br />

higher educati<strong>on</strong>. Fees for higher educati<strong>on</strong> courses are, however, quite high; and a fur<strong>the</strong>r weight<strong>in</strong>g of approximately 100%<br />

is applied for students from outside <strong>the</strong> EC (1).<br />

I.3. Organisati<strong>on</strong> of courses of study<br />

The academic year generally runs from September/October to f<strong>in</strong>ish with exam<strong>in</strong>ati<strong>on</strong>s <strong>in</strong> May or June. For some courses,<br />

f<strong>in</strong>al exam<strong>in</strong>ati<strong>on</strong>s are taken <strong>in</strong> September, although teach<strong>in</strong>g f<strong>in</strong>ishes <strong>in</strong> May or June. The rema<strong>in</strong>der of <strong>the</strong> time is for read<strong>in</strong>g<br />

and <strong>in</strong>dividual study. The year is organised <strong>in</strong>to three terms (trimesters) or, less comm<strong>on</strong>ly, two semesters.
