Ein-Dor and Segev (1978) and Wixom and<br />

Watson (2001) have found a significant<br />

relationship between resources and IT project<br />

implementation. They observed that having<br />

sufficient funding, appropriate people and enough<br />

concerned with. Its December 1996 Diplomatic<br />

Conference produced two treaties: the WIPO<br />

copyright treaty and WIPO treaty on performances<br />

and phonograms. (Byamugisha, 2010)<br />

5 LIMITATION OF THE RESEARCH<br />

At present, we do not claim that a perfect<br />

review has been conducted to recognize the critical<br />

success factors, and the main success factors for<br />

DLs implementation. Anyway, the need for seeks<br />

to validate the DLs success model with applying<br />

CSFs is necessary, this study helped us at this<br />

stage to evaluate the related DLs literature and ga<br />

0.in theoretical base on the subject which shall<br />

prepare us for a enormous-scale study in the<br />

future, because there is a little articles related to<br />

CSFs of digital libraries.<br />

6 CONCLUSION<br />

The research is attempting to develop a frame<br />

work which will enable the success of<br />

requirements process to be determined, there is<br />

some considerable research into measuring the<br />

success in systems development that it will be<br />

reviewed the DLs literature and identify the critical<br />

success factor in DLs implementation. It provides<br />

insights for some success factors which may<br />

consider implementing DLs in some organizations.<br />

The paper identifies the most cited success factors<br />

in the literature and illustrates their significant<br />

importance in DLs implementation.<br />

Combinations of factors have to be considered<br />

including: Software, Digital Collections,<br />

Performance, Searching and browsing, Usability,<br />

Interface, IT Infrastructure, Interaction and<br />

interoperability, Cultures, Vision, User<br />

satisfaction, Top Management support , Use,<br />

Staff, Accessibility, Resource sharing, Budget<br />

(capital resources), Services, Maintenance,<br />

Copyright and licensing (Intellectual property).For<br />

future work, there is a need to expand on this<br />

research to develop a structural model.<br />
