necessary for their democratic self-reliant and efficient functioning and (iii) take measures to<br />

improve the quality for management. It is to be emphasized that all three components are<br />

equally important and should be treated and implemented as an integrated package. There are<br />

about 3459 Primary Agricultural Cooperative Societies (PACS) and 20 Central Cooperative<br />

Banks and one <strong>Punjab</strong> <strong>State</strong> Cooperative Bank Ltd., covered under Short Term Cooperative<br />

Credit Structure. Out of these 2518 Primary Agricultural Cooperative Societies are in profit<br />

and 941 Primary Agricultural Cooperative Societies are in loss. The revival package will<br />

provide financial assistance and also provide financial assistance for Computerization and<br />

Human Resource Development of the cooperative credit structure in the <strong>State</strong>.<br />

2.8.10 Financial assistance under the package will be available for wiping out<br />

accumulated losses and for clearing the balance sheets of the cooperative credit structure in<br />

the <strong>State</strong>. The societies which have 30% recovery of the demand as on 30/06/2004 will<br />

qualify for the financial assistance. Capitalization will be full for the Primary Agricultural<br />

Cooperative Societies with a recovery level of 50% and above and those with recovery level<br />

between 30% to 50% will receive financial assistance in three annual installments subject to<br />

achieving 10% increase in recovery on 30/06/2005 with annual increase of 10% thereafter.<br />

2.8.11 An expenditure of Rs. 770.84 lac had been incurred in the Annual Plan 2008-<br />

09. Since the recommendations of the Vaidyanathan Committee Report has not been<br />

implemented, no outlay is provided for the Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

2.8.<strong>12</strong> Due to agro-climatic conditions, there is always shortage of green fodder<br />

during the months of May-June and October-November, which results in considerable<br />

downfall in milk production of milch animals, whereas during the months of July-August and<br />

February-March, there is abundance of fodder production in <strong>Punjab</strong>. To meet the shortage of<br />

green fodder during the months of May-June and October-November, it is proposed that<br />

silage making should be encouraged to check the downfall of milk production during these<br />

months.<br />

2.8.13 An outlay of Rs. 100.00 lac is provided for the Annual Plan <strong>2011</strong>-<strong>12</strong>.
