11.1.26 An outlay of Rs. 3565.44 lac (central share Rs. 2674.08 lac and state share Rs.<br />

891.36 lac) is provided for the 11 th Five Year Plan. An expenditure of Rs. 3949.67 lac<br />

(central share of Rs. 3500.00 lac + state share of Rs. 449.67 lac) and Rs. 5521.67 lac (central<br />

share of Rs. 4305.00 lac + state share of Rs. <strong>12</strong>16.67 lac) was incurred during 2008-09 and<br />

2009-10 respectively. An expenditure of Rs. 5181.88 lac (Rs. 3144.88 lac as central share +<br />

Rs. 2037.00 lac as state share) was incurred in the Annual Plan 2010-11. An outlay of Rs.<br />

<strong>12</strong>160.97 lac (centre share of Rs. 9067.62 lac + state share of Rs. 3093.35 lac) is provided<br />

for the Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

EDS-3 Saakshar Bharat Mission -20<strong>12</strong> (75:25).<br />

Outlay – Rs. 500.00 lac<br />

11.1.27 The Prime Minister has launched Saakshar Bharat Mission -20<strong>12</strong> on 1-10-<br />

2009. The mission will cover all the adults in the age group of 15 years and beyond and its<br />

primary focus will be on women. Basic literacy, post literacy and continuing education<br />

programme will form a continuum rather than sequential segments. In the <strong>State</strong>, 2735 village<br />

panchayats and 38 blocks of 7 districts namely Mansa, Sri Muktsar Sahib, Ferozepur,<br />

Sangrur, Bathinda, Faridkot and Barnala will be covered. No expenditure was incurred in the<br />

Annual Plan 2010-11. An amount of Rs. 500.00 lac as state share is provided for the Annual<br />

Plan <strong>2011</strong>-<strong>12</strong>.<br />

EDS-13 Rashtriya Madhyamik Shiksha Abhiyan (RMSA) <strong>Punjab</strong> for<br />

universalization of secondary education (75:25).<br />

Outlay – Rs. 3000.00 lac<br />

11.1.28 Since universalization of elementary education has become a constitutional<br />

mandate, it is absolutely essential to push this vision forward to move towards<br />

universalization of secondary education for classes 9 and 10, which has already been<br />

achieved in a large number of developed countries & several developing countries. The main<br />

objective of the scheme is to remove gender, socio- economic & disability barriers by<br />

providing universal access to secondary level education by 2017, i.e by the end of <strong>12</strong> th five<br />

year plan and universal retention by 2020. The funding pattern for the scheme is 75:25 during<br />

11 th Plan and 50:50 for the <strong>12</strong> th Plan.
