Society. The <strong>State</strong> has embarked on the ambitious National Land Records Modernization<br />

Programme for interlinking land records with the property registration, automatic integration<br />

between textual and spatial records and ushering into an era of conclusive titling. Under this<br />

project 156 Fard Kendra will be opened at each tehsil and sub – tehsil level. 99 Fard Kendra<br />

have already been opened and record of about 5000 villages have been computerized. Under<br />

this programme, Government of India has released an amount of Rs. 8.14 crore and Rs. 8.75<br />

crore during 2008-09 and 2010-11 respectively.<br />

187. The state government is obliged to formulate state and districts disaster<br />

management plans and standard operating procedures for various departments after a hazard<br />

and vulnerability analysis under the enactment of National Disaster Management Act<br />

(NDMA) 2005, During 2009-10, the state government has initiated training and awareness<br />

programmes on a large scale, conducting 200 workshops across the state covering about<br />

20,000 persons from government offices, NGOs, civil defence etc. The 13 th Finance<br />

Commission has recommended grant-in-aid to the state governments to the tune of Rs 26373<br />

crore for disaster relief including works of capacity building, funding for pooled procurement<br />

and risk pooling and insurance. Out of this grant, an amount of Rs. 948.84 crore has been<br />

allocated to the <strong>Punjab</strong> for 2010-15.<br />

188. Government of India has fixed meager amounts for compensation/relief for<br />

crop damage on account of natural calamities under Calamity Relief Fund(CRF), the state<br />

government has revised the norms as below:-<br />

189. The compensation of Rs. 1600/- per acre being provided by Government of<br />

India is negligible as compared to the cost of inputs. This amount should be increased to at<br />

least Rs. 15000/- per acre. Similarly, compensation for other items should also be increased<br />

like household goods from Rs. 2,000/- per family to Rs. 50,000/- per family. During the last<br />

three years, the state government has extended Rs. 376.00 crore towards relief and flood<br />

preparation works out of which Rs. 181.00 crore is from state budget and Rs. 295 crore from<br />
