INFRASTRUCTURE<br />

74. To fill the infrastructure gaps in roads, airports, drinking water, health<br />

services, education, sewerage etc. is a gigantic task, involving huge investments. It is not<br />

possible to fully provide for infrastructure development out of the limited resources of the<br />

state. It is, therefore, important to attract private investment into infrastructure development.<br />

<strong>Punjab</strong> Infrastructure Development <strong>Board</strong> (PIDB) was set up in 1998 under the <strong>Punjab</strong><br />

Infrastructure Development Ordinance, 1998. This was replaced by a comprehensive <strong>Punjab</strong><br />

Infrastructure Development and Regulation Act, 2002 .<strong>Punjab</strong> Infrastructure Regulatory<br />

Authority (PIRA) has recently been set up. <strong>Punjab</strong> Infrastructure Development <strong>Board</strong> (PIDB)<br />

is funded by infrastructure fee of 2% on agricultural produce except fruit and vegetables and<br />

Rs. 1 on every liter of petrol. The <strong>Punjab</strong> Infrastructure Development <strong>Board</strong> has also been<br />

declared as a nodal agency for development of vacant and surplus government lands under<br />

optimum utilisation of vacant government lands(OUVGL) scheme.<br />

75. <strong>Punjab</strong> Infrastructure Development <strong>Board</strong> invested Rs. 789.92 crore (Rs.<br />

410.69 crore under extra budgetary head and Rs. 379.23 crore under budgetary head) during<br />

2009-10 for facilitating and financing investments in irrigation, roads, urban development,<br />

medical education and other important sectors. There is an expenditure of Rs. 1000 crore<br />

during 2010-11.<br />

76. A sum of Rs. 916 crore has been provided in the year <strong>2011</strong>-<strong>12</strong> by the PIDB<br />

for creation of infrastructure for the following projects :-<br />

• Road Sector- southern bye-pass at Ludhiana/road along Sichuan canal, 4 laning of<br />

Ropar-Nawanshehar-Phagwara road, IIT Ropar (Phase-I), IIT Ropar (Phase-II),<br />

approach road to Rajpura Thermal Power Plant, Amritsar Ajnala road (NH-25),<br />

Amritsar Tarn Taran Sarhali Harike road, 4 laning of road from Vallah Bye pass to NH-<br />

1 to NH-15, Amritsar, construction of grade separator at Jamalpur chowk on<br />

Chandigarh road at Ludhiana, 17 ongoing Road Over Bridges (RoBs) and 20 new Road<br />

Over Bridges (RoBs) and 5 ongoing High Level Bridges (HLB’s).<br />

• Education & health sector- construction of Govt. medical college and associated<br />

hospital at Amritsar, construction of buildings/campus at Baba Farid University for<br />
