family planning after the birth of first and second female child (no male child) till the child<br />

attains the age of 18 years. The number of institutional deliveries in government hospitals<br />

has increased by 3 times to 1.20 lakh in <strong>2011</strong>-<strong>12</strong>. To further encourage institutional<br />

deliveries, Rs. 1000 cash assistance would be provided to all mothers for institutional<br />

deliveries in government hospitals under “Mata Kaushalaya Kalyan Scheme”.<br />

142. The state government has constructed one <strong>State</strong> Level Drug Dependence<br />

Treatment Centre at Amritsar and one Drug De-addiction Centre at Civil Hospital Talwandi<br />

Sabo. Drug de-addiction centres have already been set-up in 7 district hospitals at a cost of<br />

Rs. 5 crore and the remaining district hospitals would be covered during the year <strong>2011</strong>-<strong>12</strong>.<br />

The state government for the first time has notified rules for drug dependence treatment<br />

centres and licensing of privately run drug de-addiction centres has been made compulsory<br />

with effect from 19/1/<strong>2011</strong> for new centres and with effect from 19/4/<strong>2011</strong> for the existing<br />

ones.<br />

143. All the three Government Medical Colleges and Baba Farid University of<br />

Health Sciences are being upgraded at a cost of Rs. 284 crore and the works are likely to be<br />

completed by <strong>2011</strong>-<strong>12</strong>. The funds for Amritsar Medical College have come under Pradhan<br />

Mantri Swasthya Suraksha Yojna(PMSSY) while the funds for the remaining two institutions<br />

would come entirely from the state government. A new Ayurvedic University is being set up<br />

at Hoshiarpur.<br />

144. The state government has taken a number of measures to tackle the menace of<br />

cancer in the state. Fully equipped Cancer Diagnostic and Treatment Centres are being set in<br />

the three Medical Colleges of Amritsar, Faridkot and Patiala. Besides, a new state of the art<br />

Cancer Treatment Centre is being set up at Bathinda at a cost of Rs. 26 crore. We have also<br />

created a Cancer Relief Fund amounting to Rs. 20 crore for cash assistance to cancer patients<br />

belonging to economically weaker families. Besides, two Super Specialty Hospitals are being<br />

set up at Bathinda and SAS Nagar in collaboration with the MAX Healthcare Limited. These<br />

two hospitals would have treatment facilities for all specialties including cancer. The state<br />

government has requested GoI to set up a national level Super Speciality Diagnostic and<br />

Treatment Institute for cancer.<br />
