Centrally Sponsored/Funded Schemes<br />

HE-8 Enhancement of annual training grant to NCC coys / troops and amenity<br />

grants (60:40).<br />

Outlay – Rs. 2.02 lac<br />

11.1.54 This is a centrally sponsored scheme implemented in the ratio of 60:40<br />

between GoI and the state government. Under this scheme, annual training grant is provided<br />

to NCC coys/troops @ Rs. 2000/- per coy & Rs. 1000/- per troop respectively. An<br />

expenditure of Rs. 3.17 lac ( centre share Rs. 3.08 lac + state share Rs. 0.09 lac) and<br />

Rs. 4.30 lac ( centre share Rs. 2.58 lac + state share Rs. 1.72 lac) was incurred during 2007-<br />

08 & 2008-09 respectively. An expenditure of Rs. 3.03 lac as central share was incurred<br />

under the scheme both during 2009-10 and 2010-11 . An outlay of Rs. 5.05 lac (Rs. 3.03 lac<br />

as GoI share + Rs. 2.02 lac as state share ) is provided for the Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

HE-14 ICT project for Higher Education (75:25).<br />

Outlay – Rs. 20.00 lac<br />

11.1.55 This scheme is being included in the ratio of 75:25 between GoI & the state<br />

government. The main purpose of the scheme is to deliver quality education to students in<br />

the far-flung areas and link the local educational system with the global trends to encourage<br />

research. It is proposed to establish Virtual Private Network (VPN) in 53 Government<br />

Colleges and LAN in three Universities - Panjab University, <strong>Punjab</strong>i University and Guru<br />

Nanak Dev University. The other modalities of the scheme are being finalized by concerned<br />

department. No expenditure has been incurred under the scheme so far. An outlay of Rs.<br />

80.00 lac (Rs. 60.00 lac as GoI share + Rs. 20.00 lac as state share ) is provided for the<br />

Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

HE-15 Establishment of New Postgraduate Degree Colleges in the <strong>State</strong>, where<br />

GER is low (33:67)<br />

Outlay – Rs. 10000.00 lac<br />

11.1.56 GoI has decided to establish 374 model degree colleges in 374 educationally<br />

backward districts in the country where the Gross Enrolment Ratio (GER) in higher<br />

education is lower than the national average. GoI has decided to take up 90 districts on
