AGR-15 Scheme for Distribution of Fertilizer.<br />

2.1.37 <strong>Punjab</strong> <strong>State</strong> is the major consumer of chemical fertilizers. During 2009-10,<br />

scheme had been incorporated with an objective to ensure the availability of fertilizer to<br />

farmers at affordable prices. This objective can be fulfilled only if the notified prices of<br />

fertilizer are affordable and fertilizers are easily available during peak demand period in all<br />

parts of the country. The phosphoric and potassic fertilizers are decontrolled and there is no<br />

restriction on movement and sale of these fertilizers by manufacturers/importers to ensure<br />

adequate availability of decontrolled fertilizers. Moreover, the <strong>Punjab</strong> <strong>State</strong> is away from the<br />

manufacturing units/ports and it takes long time to reach in the state. Most of the quantity of<br />

fertilizer is needed within a short period, therefore, there is need for pre-positioning of<br />

fertilizers to different parts in the <strong>State</strong>.<br />

2.1.38 An expenditure of Rs. 500.00 lac had been incurred during 2009-10. An<br />

outlay of Rs. 500.00 lac is provided for the Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

AGR-16 Computerization of Department of Agriculture<br />

Outlay – NIL<br />

2.1.39 It was proposed to support/strengthen the computerization at the Directorate<br />

of Agriculture, <strong>Punjab</strong>, Chandigarh and all Chief Agriculture Officer’s offices at district<br />

level. The funds would be utilized mainly for the purchase of internet leased lines for<br />

providing horizontal connectivity to the nearest Point of Presence (POP) created under<br />

<strong>Punjab</strong> Wide Area Network (PAWAN) established by Department of Information<br />

Technology, <strong>Punjab</strong>, purchase of Internet Protocol (IP) phones for video conferencing &<br />

Annual Maintenance Contract (AMC) of existing hardware/peripherals & consumables etc.<br />

The other <strong>State</strong> & Block/focal point level offices should be taken up for computerization<br />

during the subsequent financial years.
