DHS-16 Establishment of De-addiction Centres in the <strong>State</strong><br />

Outlay – Rs. 70.00 lac<br />

11.5.57 Drug abuse is rampant in the <strong>State</strong> especially among youths (15-25 yrs) and<br />

farmers. Being a border state, four border districts i.e. Ferozepur, Amritsar, Gurdaspur, Tarn<br />

Taran and Malwa belt are seriously affected by drug abuse.<br />

11.5.58 The state government intends to establish 20 and 10 bedded District Drug Deaddiction<br />

Treatment Centres(DDTC) in all districts of the <strong>State</strong> in the existing infrastructure<br />

of 100 and 50 bed Civil Hospital respectively to combat drug abuse. The aim of these DDTCs<br />

is to provide free de-addiction treatment rehabilitation of drug abuse and bringing them back<br />

to the mainstream of life. 11 De-addiction centres are functional in 9 districts of the <strong>State</strong>.<br />

The remaining 11 districts of the state are not covered with proper Drug De-addiction centre.<br />

There is a proposal to cover these districts with the services of de-addiction in such a way that<br />

areas far off from Civil Hospitals and important subdivisions are also covered. There is a<br />

proposal to construct 15 De-addiction centres in 13 districts of the <strong>State</strong> of <strong>Punjab</strong>, out of<br />

which 11 are at District level and 4 are at Sub division level.<br />

11.5.59 An outlay of Rs. 330.00 lac is provided for the 11th Five Year Plan. An outlay<br />

of Rs. 200.00 lac had been provided for the Annual Plan 2008-09. An outlay of Rs. 450.00<br />

lac as ACA had been provided in the Annual Plan 2010-11, against which an expenditure of<br />

Rs. 14.52 lac was incurred. An outlay of Rs. 70.00 lac is provided for the Annual Plan <strong>2011</strong>-<br />

<strong>12</strong> for establishment of 15 DDTCs in the state.<br />

DHS-20 Rashtriya Swasthya Bima Yojna for workers covered under BPL(75:25)<br />

Outlay -Rs. 265.00 lac<br />

11.5.60 The Ministry of Labour & Employment, GoI, had launched RSBY (Rashtriya<br />

Swasthya Bima Yojna) with effect from 1/4/2009 to facilitate health insurance cover for<br />

workers covered under BPL. Under the insurance policy, indoor and selected out door<br />

treatment will be provided to the BPL families upto the extent of Rs. 30,000/- in a year per<br />

family(unit of five) on floater basis. The GoI is providing 75% of estimated annual premium<br />

subject to a maximum of Rs. 500/- per family per annum. The GoI is also bearing the cost of<br />

smart cards. 25% of the premium is borne by the <strong>State</strong> government along with administrative<br />

cost and the beneficiary would pay Rs.30/- per annum as annual fee for registration.
