2.1.40 The scheme was admitted with an outlay of Rs. 50.00 lac in the Annual Plan<br />

2009-10 but could not be implemented. Hence, no outlay is provided for the Annual Plan<br />

<strong>2011</strong>-<strong>12</strong>.<br />

Outlay – Rs.15000.00 lac<br />

2.1.41 The state government has decided to provide relief bonus to the farmers as<br />

compensation for additional cost incurred on cultivation of paddy crop during 2009. Due<br />

to scanty rains during 2009, the farmers have to burn more diesel for irrigating their paddy<br />

crop and thus incur more expenditure. The government has decided to provide Rs. 300.00<br />

crore as relief bonus to the farmers in lieu of additional expenditure incurred by them for<br />

paddy crop. Out of this, an amount Rs. 150.00 crore shall be distributed during 2010-11 and<br />

equal amount shall be distributed in the next financial year. The distribution of relief fund to<br />

the farmers is based on “J” Form i.e. marketed paddy. Keeping in view the total market<br />

arrival of paddy ie. 164.24 lac tonnes, an amount of Rs. 300.00 crore shall be distributed at<br />

the rate of Rs. 18.26 per quintal. This amount is being distributed through procurement<br />

agencies like Pungrain, Punsup, <strong>Punjab</strong> Warehousing Corporation, Markfed, <strong>Punjab</strong> Agro,<br />

F.C.I and Rice Mills at the rate of Rs. 9.13 per quintal. It has also been decided to follow the<br />

same pattern as it was adopted for distribution of bonus received from GoI.<br />

2.1.42 The scheme was admitted in the Revised Estimates of 2010-11 with an outlay<br />

of Rs. 15000.00 lac. Against an expenditure of Rs. 15000.00 lac incurred during 2010-11,<br />

same outlay is provided for the Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

2.1.43 Ministry of Agriculture (Department of Agriculture & Cooperation) GoI has<br />

launched Modified National Agriculture Insurance Scheme (MNAIS) to insulate farming<br />

Community against risks. GoI has selected 50 districts of the country to implement the<br />

scheme on pilot basis during 2010-11. Three districts (Gurdaspur, Hoshiarpur and Ropar) in<br />

<strong>Punjab</strong> have been recommended for the implementation of the scheme on pilot basis.
