11.5.41 An outlay of Rs. 100.00 lac is provided for the 11 th Five Year Plan. An<br />

expenditure of Rs. 3.89 lac was incurred during 2007-08. An outlay of Rs. 20.00 lac had<br />

been provided for the Annual Plan 2008-09 for material supply, against which an expenditure<br />

of Rs. 15.72 lac incurred. An outlay of Rs. 25.00 lac was provided for the Annual Plan 2009-<br />

10, against which an expenditure of Rs. 0.99 lac had been incurred.<br />

11.5.42 Against the approved outlay of Rs. 25.00 lac for the Annual Plan 2010-11, an<br />

expenditure of Rs. 13.67 lac was incurred. An outlay of Rs. 10.00 lac is provided for the<br />

Annual Plan <strong>2011</strong>-<strong>12</strong> for material & supply i.e. Malarial Larvicide Oil(MLO), Bacillus<br />

thuriengiensis var isrealensis(Bti) WP, Napsec sprayer, hand operated pumps, Brass<br />

continuous sprayer(filter pumps), kerosene oil(for Phyreythrum spray) etc and payment of<br />

2% incidental charges on the material received from GoI(in kind). The Government of India<br />

supplies the material(in kind) i.e. Fenthion, Temephos and Phyreythrum for anti larval<br />

operations in the urban areas as its 50% share.<br />

Outlay – Rs. 100.00 lac<br />

11.5.43 As per Government of India directions, a scheme “<strong>Punjab</strong> Nirogi Yojna” was<br />

framed to establish “<strong>State</strong> Illness Assistance Fund” to avail assistance under the GoI scheme<br />

“Rashtriya Aarogya Nidhi(RAN)”. The objective of this scheme is to provide financial<br />

assistance to the poor persons below the poverty line (BPL) in getting treatment of major life<br />

threatening diseases. From the <strong>State</strong> Illness Fund, financial assistance can be provided to the<br />

hospitals upto Rs. 1.50 lac in an individual case and the state government can forward all<br />

such cases to Rashtriya Arogya Nidhi(RAN) where the quantum of financial assistance is<br />

likely to exceed Rs. 1.50 lac.<br />

11.5.44 An outlay of Rs. 200.00 lac is provided for the 11 th Five Year Plan. An<br />

amount of Rs. 100.00 lac was deposited in the <strong>Punjab</strong> Nirogi Society (PNS) bank account<br />

during 2007-08. Against the outlay of Rs. 100.00 lac in the Annual Plan 2008-09, same<br />

amount was credited with the PNS. The state government has created <strong>State</strong> Illness Fund with<br />

a corpus of Rs. 2.50 crore for treatment of persons below the poverty line.
