114. Sarva Shiksha Abhiyan was started on 2000-01 with the funding pattern of<br />

75:25 to attain universalization of elementary education and to achieve zero drop out rate by<br />

2010. The fund sharing pattern between centre and state government for SSA was in a<br />

sliding scale of 65:35 for the first two years of the 11 th Five year plan i.e. 2007-08 & 2008-<br />

09, 60:40 for the third year i.e. 2009-10, 55:45 for the fourth year i.e. 2010-11 and thereafter<br />

50:50. However, with the implementation of Right to Free and Compulsory Education (RTE)<br />

Act, 2009 from first April, 2010, the funding pattern of SSA programme has been revised to<br />

65:35 from 2010-11 to 2014-15. The programme will now be implemented as combined<br />

RTE-SSA programme. 13 th Finance Commission has recommended a total grant of Rs.<br />

224.00 crore for implementation of RTE Act to <strong>Punjab</strong>. While the state welcome the<br />

restoration of sharing pattern under SSA to 65:35 (GoI: <strong>State</strong>) for implementing the RTE.<br />

However, to substract the 13 th Finance Commission as in the Annual Budget of SSA and then<br />

work out the distribution of remaining amount between the Centre and the <strong>State</strong> needs to be<br />

reviewed. Government of India should work out the cost sharing as per the actual budget of<br />

SSA and then allow the state government to adjust 13 th FC grant as state share.<br />

115. Under Sarva Shiksha Abhiyan 329 new schools and 19037 additional class<br />

rooms have been completed. The <strong>State</strong> has achieved the desirable ratio of 1:2 for Upper<br />

Primary to Primary Schools in all the districts. 10661 teachers have been appointed under<br />

SSA so far. During household survey-2010 to identify the OoSC, the <strong>State</strong> has identified<br />

30939 OoSC which includes 14<strong>12</strong>1 (6-8 years), 16818 (8-14 years). A provision of Rs.<br />

742.43 crore (including Rs. 41.00 crore for 13 th FC) is provided for the year <strong>2011</strong>-<strong>12</strong>. Since<br />

there is no provision for providing furniture under SSA programme, an amount of Rs. 60.00<br />

crore has been allocated for providing furniture in primary schools for the Annual Plan <strong>2011</strong>-<br />

<strong>12</strong> under new state level plan scheme.<br />

116. The <strong>State</strong> is successfully implementing the national programme of Mid-Day-<br />

Meal in the schools covering 18.60 lac children in 19466 institutions of Government,<br />

Government aided schools, EGS & AIE Centres (Classes I-V & Classes VI-VIII).<br />

Government of India has increased the rate of cooking from Rs. 2.08 to Rs. 2.50 for primary<br />

classes and Rs. 2.60 to Rs. 3.75 for upper primary classes w.e.f. 1-<strong>12</strong>-2009 and the rates have<br />

been further increased to Rs. 2.69 for primary classes and Rs. 4.03 for upper primary classes<br />

w.e.f. 1-4-2010. The cooking cost is to be shared by Centre and <strong>State</strong> in the ratio 75:25.<br />

Besides, one cook-cum-helper can be engaged in a school with 25 students, two cooks for<br />

school with 26-100 students and one additional cook-cum-helper for every addition up to 100<br />
