38. An outlay of Rs.17.60 crore has been earmarked under the programme<br />

“Swaran Jayanti Gram Swa-Rozgar Yojana” which has now been restructured as National<br />

Rural Livelihoods Mission (NRLM). In the first phase, this mission would be implemented in<br />

5 districts of the <strong>State</strong>. Outlay for Indira Awaas Yojana scheme has been increased from<br />

Rs.72 crore to Rs.80 crore in the year <strong>2011</strong>-<strong>12</strong>. Scope of Indira Awaas Yojana is limited and<br />

more funds @ Rs. 50,000/- per house are required for houses for houseless by GoI.<br />

39. The Plan for the current year focuses on provision of water supply and<br />

sanitation in rural areas. The <strong>State</strong> has already covered 13314 habitations of its 14111<br />

habitations with the water supply scheme by March, <strong>2011</strong>. The remaining 797 habitations<br />

shall be covered in <strong>2011</strong>-<strong>12</strong>. As regards rural toilets, an amount of Rs 153 crore was<br />

provided during 2010-11 from the ACA and state budget. Besides this, NABARD<br />

sanctioned a loan of Rs <strong>12</strong>5 crore for rural toilets. For the year <strong>2011</strong>-<strong>12</strong>, the state<br />

government would approach NABARD for loan of Rs 220 crore. Put together, the state will<br />

be in a position to construct about 5 lakh toilets in 2010-11 and <strong>2011</strong>-<strong>12</strong>. <strong>State</strong> still needs<br />

around Rs. 1000 crore for more rural toilets.<br />

40. To redress regional imbalances, Rs. 11.82 crore were spent as Backward<br />

Regions Grant Fund in district Hoshiarpur during 2009-10. Rs. <strong>12</strong>.06 crore were spent in<br />

Annual Plan 2010-11. An amount of Rs. 16.65 crore is provided under BRGF in Annual Plan<br />

<strong>2011</strong>-<strong>12</strong>. A sum of Rs. 200.00 crore has been provided for construction/brick paving of<br />

passages/drains in villages/dhanis in Annual Plan <strong>2011</strong>-<strong>12</strong>. A sum of Rs. 200 crore is<br />

proposed to be spent in <strong>2011</strong>-<strong>12</strong> for cleaning of village ponds from the funds of 13 th Finance<br />

Commission. Yet more funds are needed. An amount of Rs. 34.28 crore earmarked for<br />

Integrated Watershed Management Programme(90:10) is to be utilized in 3 districts<br />

Gurdaspur, Hoshiarpur and Roopnagar for 6 projects in the <strong>State</strong>.<br />

BPL FAMILIES<br />

41. The total number of BPL families in the <strong>State</strong> is limited to 5.23 lakh (3.44<br />

lakh rural and 1.79 lakh urban) which is about <strong>12</strong>% of the families in the <strong>State</strong>. Having an SC<br />

population of 29% and 15.10 lakh families availing food subsidy under the Atta Dal scheme<br />

(criterion annual income less than Rs. 30,000/-), the <strong>State</strong> with a limited number of BPL<br />

families does not receive adequate funds under poverty alleviation programmes of GoI. A<br />

pilot survey in 8 villages has been conducted and the survey report has also been sent to<br />
