11.1.6 An outlay of Rs. 189892.00 lac is provided for the 11th Five Year Plan. An<br />

expenditure of Rs. 2<strong>12</strong>79.35 lac, Rs. 53565.02 lac and Rs. 37559.02 lac was incurred during<br />

the year 2007-08, 2008-09 and 2009-10 respectively. An outlay of Rs. 59843.11 lac was<br />

provided in the Annual Plan 2010-11, against which expenditure incurred was Rs. 62761.11<br />

lac. An outlay of Rs. 94133.50 lac is provided for Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

11. 1.7 Sarva Shiksha Abhiyan was started on 2000-01 with the funding pattern of<br />

75:25 to obtain universalization of elementary education and to achieve zero drop out rate by<br />

2010. The fund sharing pattern between Centre and <strong>State</strong> Government for SSA was in a<br />

sliding scale of 65:35 for the first two years of the 11 th Five year plan i.e. 2007-08 & 2008-<br />

09, 60:40 for the third year i.e. 2009-10, 55:45 for the fourth year i.e. 2010-11 and thereafter<br />

50:50. However, with the implementation of Right to Free and Compulsory Education (RTE)<br />

Act, 2009 from 1 st April, 2010, the funding pattern of SSA programme has been revised to<br />

65:35 from 2010-11 to 2014-15. The revision in the funding pattern will ensure the<br />

implementation of prescribed norms and standards of RTE Act within the time frame<br />

mandated by the Act. The programme will now be implemented as combined RTE-SSA<br />

programme<br />

11.1.8 The Right of Children for Free and Compulsory Education (RTE) Act, 2009<br />

aims to provide free and compulsory education to all children of India in the 6 th to 14 th age<br />

group. The <strong>State</strong> has issued the following notifications in compliance of RTE, Act.:-<br />

1) Constitution of <strong>State</strong> Advisory Council (SAC). Education Minister of<br />

the <strong>State</strong> is Chairperson of SAC;<br />

2) Prohibition of capitation fee or screening procedure of children;<br />

3) Prohibition of physical , corporal punishment and mental harassment;<br />

4) Prohibition of Private tuition by teachers in the <strong>State</strong>;<br />

5) Notification requiring every school to issue a certificate of completion<br />

of elementary education to the students after he or she complete
