59.00 lac was incurred under this scheme during 2007-08. To meet the current liability of<br />

ongoing sewerage works, an amount of Rs. 19.74 crore was released during 2008-09. An<br />

outlay of Rs. 1000.00 lac was provided for this scheme in the Annual Plan 2009-10 and<br />

expenditure was nil. A token provision of Rs. 1.00 lac was provided in the Annual Plan<br />

2010-11 against which an expenditure of Rs. 5435.30 lac was incurred. A token provision of<br />

Rs. 0.10 lac is made in the Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

3.31 This scheme has been admitted as a new scheme during 2010-11. Government<br />

of India has accepted the recommendations of 13th Finance Commission and Rs. 10476.00<br />

lac have been approved every year for <strong>Punjab</strong> Government. The <strong>Punjab</strong> state is entitled to ten<br />

half yearly installments each amounting to Rs. 5238.00 lac. 100% funds under the scheme<br />

are being provided by the Government of India. So far the <strong>Punjab</strong> Government has received<br />

1st installment for the year 2010-11 amounting to Rs. 5238.00 lac. The funds are to be spent<br />

mainly for drinking water, sewerage, solid waste management, street light, electrical<br />

expenses, maintenance of account & data base. A token provision of Rs. 1.00 lac was<br />

provided in the Annual Plan 2010-11 against which an expenditure of Rs. 5238.00 lac was<br />

incurred. As per the decision of Government of India dated 5.3.2010, the funds for local<br />

bodies are to be provided on non-plan side from Annual Plan <strong>2011</strong>-<strong>12</strong>. Thus, a token<br />

provision of Rs. 0.10 lac is made in the Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

RDO(S)-2 Issue of Yellow Cards for identification of Weaker Sections<br />

3.32 To implement the special rural development programmes in the <strong>State</strong>,<br />

beneficiaries are identified and yellow cards are issued for getting the benefit under various<br />

welfare schemes for the poor people. The state government had got a survey conducted of<br />

the BPL families which was completed in September 2006. Out of total number of 27,37,816<br />

rural families, 3,44,476 (<strong>12</strong>.58%) families are identified as BPL families. An outlay of Rs.<br />

100.00 lac is provided for the 11 th Five Year Plan. A total number of 3.50 lac yellow cards<br />

have been got printed and distributed to BPL families. A token provision of Rs. 0.10 lac was
