URBAN DEVELOPMENT<br />

100. <strong>Punjab</strong> is looking forward to channelize the investment from both within India<br />

and abroad to promote urban development in a big way. For the first time, the <strong>State</strong> has come<br />

out with a comprehensive policy prescribing collection of External Development Charges,<br />

License/Permission Fee and Change of Land Use charges, to generate sufficient revenue to<br />

provide the ultra modern urban infrastructure. The revenue received on account of CLU by<br />

the <strong>State</strong> Government during last three years i.e. 2007-2010 was Rs.210 crore. A sum of<br />

Rs.46.10 crore has been received during 2010-11.<br />

101. New Town <strong>Planning</strong> norms conforming to international standard have been<br />

laid for the development of towns. Master Plan of 16 cities Ludhiana, SAS Nagar,<br />

Mullanpur, Dera Bassi , Zirakpur, Kharar Banur, Bathinda, Abohar, Sri Hargobindpur,<br />

Patiala, Jalandhar, Mandi Gobindgarh , Amritsar Goindwal Sahib, Khanna and Regional<br />

plan Mohali have already been notified. The Local <strong>Planning</strong> areas for 68 towns/cities have<br />

also been notified. Special Area Development Authorities have been set up for integrated<br />

development of Amritsar, Bathinda, Jalandhar Ludhiana, Patiala and Mohali. The <strong>State</strong><br />

Government has also decided to prepare the Master Plans for all the religious towns namely;<br />

Chamkaur Sahib, Fatehgarh Sahib, Anandpur Sahib & Talwandi Sabo.<br />

102. Land pooling policy has been introduced in the state as per which land owners<br />

will get back 50% share of developed land in lieu of compensation for their acquired land.<br />

This would simplify the land acquisition process and encourage the farmers in land<br />

development process.<br />
