CSST-3 Monitoring Cell for MPLAD (Member of Parliament Local Area<br />

Development) in <strong>Punjab</strong><br />

Outlay – Rs. 1.50 lac<br />

10.2.5 The Prime Minister on 23 rd of December 1993 announced the “Member of<br />

Parliament Local Area Development Scheme” (MPLAD) in the Parliament.<br />

10.2.6 Under this scheme, funds to the tune of Rs. 2.00 Cr is allotted to Member of<br />

Parliament every year, which are allocated on the basis of recommendation made by the MPs<br />

and are spent on development works carried under the supervision of Deputy Commissioner<br />

in the respective areas at district level. Economic & Statistical Organization, <strong>Punjab</strong> (ESO) is<br />

performing the duty as <strong>State</strong> agency under this scheme and maintains liaison with the Deputy<br />

Commissioner at the District level and Ministry of Statistics and Programme Implementation<br />

at Government of India. A cell is being created in Economic & Statistical Organization,<br />

<strong>Punjab</strong> for monitoring of this scheme. During 2008-09, no expenditure was incurred. An<br />

outlay of Rs. 1.00 lac was provided for the Annual Plan 2009-10 but no outlay has been<br />

provided in the Annual Plan 2010-<strong>2011</strong>. However, an outlay of Rs. 2.50 lac has been<br />

provided in the Revised Estimate 2010-11 However, for the Annual Plan <strong>2011</strong>-<strong>12</strong>, an outlay<br />

of Rs. 1.50 lac has been provided.<br />

New Scheme<br />

CSST-6 India Statistical Strengthening Project (ISSP) (GoI:SS) (75:25)<br />

Outlay – Rs. 100.00 lac<br />

10.2.7 The objective of this scheme is to strengthen the statistical capacity of all<br />

states and Union Territories, especially with regard to the collection, compilation and<br />

dissemination of statistics. This project was initiated on the basis of recommendations of the<br />

National Statistical Commission Report (2001), which inter-alia has underlined the critical<br />

role which all the <strong>State</strong>s/UTs have to play in generating the data for a wide range of national<br />

level statistics and providing appropriate and adequate data, that too in a timely manner for<br />

meeting the requirements of policy and planning at the state and sub-state level.<br />

10.2.8 The total budget of this project at national level would be of Rs. 650.43 crores<br />

out of which 80% would be funded through the World Bank Loan and 20% would be borne<br />

by the Govt. of India. Out of 20% share of Govt. of India the cost (except for that on<br />
