7. INDUSTRY AND MINERALS<br />

Outlay- Rs.58<strong>12</strong>.30 lac<br />

7.1 Economic development depends upon the transformation from the agriculture<br />

sector to that of an industrial sector. For a sustained growth of the state’s economy, it is<br />

imperative that the industrial sector should be developed side by side. In <strong>Punjab</strong>, the industry<br />

is mainly concentrated in the small scale sector. The promotion of small scale industries has<br />

been regarded as an important element of the development strategy. Many programmes and<br />

policies have been formulated over time to protect and promote small scale industry in the<br />

state. ‘New Industrial Policy, 2009 of <strong>Punjab</strong>’ has been notified, under which special package<br />

of concessions has been provided for information technology & knowledge based industries,<br />

agro based industries and food processing industries. In order to promote the IT/Knowledge<br />

industry in the state, new schemes relating to reimbursement of stamp duty to IT/non IT<br />

units; providing capital subsidies and other incentives to IT units for quality certifications<br />

have been included in the Annual Plan <strong>2011</strong>-<strong>12</strong> with an outlay of Rs. 19.00 crore. A fund of<br />

Rs. 20 crore has been provided in <strong>2011</strong>-<strong>12</strong> for creation and upgradation of industrial<br />

infrastructure. In order to boost the development of special economic zones, ‘<strong>Punjab</strong> Special<br />

Economic Zones Act, 2009’ has been enacted. Under this act, purchase of land for SEZ and<br />

first sale of plots have been exempted from all state duties and taxes including stamp duty<br />

and registration fee. Government of India has been approached for removing the condition of<br />

minimum requirement of land by a developer for setting up of a special economic zone.<br />

7.2 An outlay of Rs. 36328.00 lac is provided for the 11 th Five Year Plan (2007-<br />

<strong>12</strong>). An expenditure of Rs. 2040.00 lac has been incurred during 2008-09. An outlay of Rs.<br />

58<strong>12</strong>.30 lac is provided during the year <strong>2011</strong>-<strong>12</strong> against the expenditure of Rs. 2800.00<br />

lakhs during the year 2010-11.<br />
