However, the state government’s contribution per school shall be maximum of Rs. 3.75 crore<br />

or 50% of cost which ever is less. The operational cost of an Adarsh school with 2000<br />

students with a cap of Rs. 1600 per student shall be shared on 70:30 between state<br />

government and private partner. 15 Adarsh schools have already been made functional, 52<br />

sites have been allotted to various corporate houses, another 41 MoU’s have been signed and<br />

construction works has begun on 15 sites. The state share is to be provided by <strong>Punjab</strong><br />

Education Development <strong>Board</strong> from the funds collected from cess on liquor.<br />

<strong>12</strong>5. <strong>State</strong> government launched a programme on 31/<strong>12</strong>/2007 to upgrade<br />

educational infrastructure in 351 rural high/senior secondary schools (67 high schools + 284<br />

senior secondary schools including 65 science stream schools) through Rs. 142.00 crore<br />

NABARD assisted project. The project has been completed and the process of recruitment of<br />

lecturers, principals, vocational teachers, librarians etc. for these schools is underway.<br />

Laboratory infrastructure of these schools is being strengthened through another NABARD<br />

project of Rs. 14.40 crore<br />

<strong>12</strong>6. 5831 schools in rural areas and 206 schools in urban areas have been<br />

transferred to Zila Parishads and Urban Local Bodies. About 13,000 teachers have been<br />

recruited by the Zila Parishads and Local Bodies. The teachers are non-transferable and<br />

accountable to ULBs/PRIs.<br />

<strong>12</strong>7. Government of India has sanctioned 13 colleges in the educationally<br />

backward districts where Gross Enrolment Ratio (GER) is low. The work has begun and<br />

colleges would be made functional from the academic year <strong>2011</strong>-<strong>12</strong>. Amritsar and Sangrur<br />

districts were bifurcated in the year 2006 and GoI should allow 2 additional colleges at<br />

Moonak in Sangrur and Verka in Amritsar. The capital cost per college is Rs. 8 crore, of<br />

which GoI provides 1/3 rd of the cost subject to a limit of Rs. 2.67 crore and the balance<br />

requirement of capital cost of Rs. 5.33 crore along with recurring cost is to be met by the<br />

state government. In case the construction cost surpasses the estimated cost of Rs. 8.00 crore,<br />

the entire excess expenditure is to be borne by the state government. Government of India<br />

assistance should be increased from 33% to 66%. Besides, these 15 colleges, the state would<br />

run two more colleges through universities. An amount of Rs. 135.00 crore is provided in the<br />

Annual Plan <strong>2011</strong>-<strong>12</strong> which includes state share of Rs. 100 crore. Besides, to refurbish and<br />

upgrade infrastructure of existing 55 government colleges in the <strong>State</strong>, an amount of Rs.<br />

70.00 crore is provided under state level plan scheme.<br />
