Outlay – Rs. 474<strong>12</strong>.50 lac<br />

15.1 As per the spirit of 73 rd and 74 th Constitutional Amendment, the <strong>State</strong><br />

Government has accorded the highest priority to Decentralized <strong>Planning</strong>. In order to meet<br />

the local needs effectively at the grass root level, planning and implementation of certain<br />

schemes have been decentralized. To ensure people’s participation in the development<br />

process, the District <strong>Planning</strong> and Development <strong>Board</strong>s headed by the Cabinet Ministers,<br />

having financial and administrative powers, had been looking after the implementation/<br />

supervision/ monitoring of the district level schemes in the districts of the <strong>State</strong>. As per the<br />

constitutional requirement District <strong>Planning</strong> Committees have been constituted in the <strong>State</strong><br />

there by making the District <strong>Planning</strong> and Development <strong>Board</strong> dysfunctional. A lump sum<br />

provision of Rs. 145850.09 lac had been made for the 11 th Five Year Plan. An expenditure of<br />

Rs. 66813.79 lac and Rs. 19371.69 lac had been incurred during 2007-08 and 2008-09<br />

respectively under the district level plan schemes. Against an outlay of Rs. 33203.64 lac,<br />

an expenditure of Rs. 25067.95 lac had been incurred during 2009-10. An outlay of<br />

Rs. 47674.37 lac had been provided in the Annual Plan 2010-11. An expenditure of<br />

Rs. 28119.57 lac was incurred during 2010-11. An outlay of Rs. 474<strong>12</strong>.50 lac is provided in<br />

the Annual Plan <strong>2011</strong>-<strong>12</strong> for implementation of various schemes at the district level<br />

including Border Area Development Programme and Untied Funds.<br />

District <strong>Planning</strong> Committees<br />

15.2 In compliance with the provision of Article 243ZD of the 74 th Constitutional<br />

Amendment, 1992, District <strong>Planning</strong> Committees (DPCs) are mandatory to be constituted in<br />

each state of the country for the purpose of preparing a Draft District Development Plan at<br />

the grass root level. The <strong>Punjab</strong> District <strong>Planning</strong> Committees Act, 2005 was enacted to<br />

provide for the constitution of the District <strong>Planning</strong> Committees with a view to consolidate<br />

the plans prepared by the Panchayats and the Municipalities in the districts and to prepare the<br />

draft development plans for the districts as a whole in the state. The <strong>Punjab</strong> District <strong>Planning</strong><br />

Committees Procedure of Transaction of Business Rules were also notified in 2006. The<br />

revised guidelines for holding elections for electing 4/5 th members of the District <strong>Planning</strong><br />

Committees from amongst the elected members of Zila Parishads and Urban Local Bodies<br />

were issued to all the districts in 2008. The rules of DPC has already been notified by the<br />

<strong>State</strong> Government vide notification dated 25 th July, 2006 (Annexure ‘A’).
