save 15-25% of water, power & labour but also 1% of productive land. There is a persistent<br />

demand among farmers for subsidy on Underground Pipeline System (UGPS) in all districts<br />

of the <strong>State</strong>. Therefore, a new scheme was launched for providing subsidy on UGPS during<br />

the Annual Plan 2009-10.<br />

2.2.20 Under this scheme 50% subsidy will be provided to the individual farmers on<br />

laying of RCC Underground Pipe Line System (UGPS) on the agricultural fields owned by<br />

them in all districts of the <strong>State</strong>. One time ACA of Rs. 1500.00 lac was provided for this<br />

scheme in the Annual Plan 2010-11 however the scheme could not be implemented due to<br />

non-release of funds. Rs. 1500.00 lac are provided during Annual Plan <strong>2011</strong>-<strong>12</strong> to cover an<br />

area of 6,800 ha.<br />

2.2.21 <strong>Punjab</strong> <strong>State</strong> Land Use <strong>Board</strong> (SLUB) has been constituted and notified by the<br />

<strong>State</strong> Government under the chairmanship of Hon'ble Chief Minister <strong>Punjab</strong>. Since 2000-01,<br />

this programme was a part of the centrally sponsored Macro Management work plan for Soil<br />

conservation as a sub-scheme "<strong>State</strong> Land Use <strong>Board</strong>" financed by GoI. However, the GoI<br />

has discontinued financing for <strong>State</strong> Land Use <strong>Board</strong> (SLUB) w.e.f. July, 2009. In order to<br />

keep the <strong>Punjab</strong> <strong>State</strong> Land Use <strong>Board</strong> (SLUB) functional and for meeting its operational<br />

expenses, a provision of Rs. 10.00 lac was provided in the Annual Plan 2010-11 against<br />

which an expenditure of Rs. 2.43 lac had been incurred. Rs. 10.00 lac are provided for the<br />

year <strong>2011</strong>-<strong>12</strong>.<br />

SWC-8 Resource Conservation Through Laser Levellers<br />

2.2.22 This scheme was launched during 2009-10 to assist formers to purchase the<br />

laser leveller. An assistance of 50% of the cost, subject to a limit of Rs. 1.50 lac, was to be<br />

provided on the purchase of 1 laser leveller for the farmers owning a tractor of 55 HP or<br />

above. The farmers shall purchase the laser leveller from any supplier/ manufacturer out of a<br />

list of companies approved by the department. After verifying the purchase of the laser<br />

leveller from the company as well as the beneficiary, the government shall release the<br />

subsidy directly to the company. The beneficiaries shall bear the balance cost out of their<br />

own sources. The farmers may level their own fields and also can do custom hiring to level<br />

the fields of other farmers. In the Annual Plan 2009-2010, an outlay of Rs. 2500.00 lac was
