10. An outlay of Rs. <strong>12</strong>000.00 lac is provided for Annual Plan 2010-<strong>2011</strong> for coverage of<br />

100 NC and 150 PC habitations under ongoing NABARD projects. An expenditure of Rs.<br />

3775.90 lac has been incurred under this project during 2010-11. An outlay of Rs. 4000.00<br />

lac is provided for the Annual Plan <strong>2011</strong>-<strong>12</strong> for coverage of 10 NC and 40 PC habitations<br />

under this project.<br />

11.6.38 Government of India decided to hand over the Operation and Maintenance<br />

(O&M) of the completed rural water supply schemes to Panchayats in pursuance with 73 rd<br />

amendment to the constitution in evolving devolution of power of PRIs wherein rural water<br />

supply schemes have to be handed over to panchayats. <strong>Punjab</strong> Government has also issued<br />

instructions vide Notification No.13/49/2003-5BandR-II/149 dated 13-1-2004 to hand over<br />

876 single village schemes. However, out of 876 schemes, the panchayats have been handed<br />

over the O and M of 749 schemes. The panchayats are unable to run these schemes<br />

successfully due to shortage of funds and inadequate generation of revenue from water<br />

charges as most of these schemes are very old and need rejuvenation so as to bring them back<br />

to designed service level and panchayats do not have enough resources for this purpose.<br />

Therefore, the panchayats are stressing the department for undertaking rejuvenation of these<br />

schemes. Moreover, O & M of the remaining single village schemes and intra village of<br />

Multi Village Schemes is also proposed to be handed over to the panchayats after<br />

rejuvenation the schemes during 11 th Five Year Plan. Thus, additional funds are required for<br />

rejuvenating the old existing schemes so as to give full benefits to the consumers in rural<br />

areas of the <strong>State</strong>. During 2006-07, Government of India released Rs. 2000.00 lac as ACA<br />

for rejuvenation of drinking water supply schemes. An outlay of Rs. 2000.00 lac has been<br />

provided in the 11 th Five Year Plan. An outlay of Rs. 2000.00 lac was provided in the Annual<br />

Plan 2007-08 and same has been released to the Department of Water Supply and Sanitation.<br />

An expenditure of Rs. 568.31 lac and Rs. 865.64 was incurred during 2007-08 and 2008-09<br />

respectively. An outlay of Rs. 10.00 lac was provided in the Annual plan 2009-10 against<br />

which an expenditure of Rs. 414.41 lac was incurred. An outlay of Rs. 1000.00 lac is<br />

provided in the Annual Plan 2010-<strong>2011</strong> against which expenditure of Rs. 187.78 lac has been<br />

incurred. However, an outlay of Rs. 800.00 lac is provided for the Annual Plan <strong>2011</strong>-<strong>12</strong>.
