as per NCVT/SCVT norms will be provided skill development training in different trades in<br />

ITIs of Technical Education and Industrial Training Department, <strong>Punjab</strong>. Department of<br />

Technical Education and Industrial Training has signed MOU with various organizations of<br />

Australia and New Zealand. The trained youth under this scheme will be eligible for<br />

employment avenues created in Australia and New Zealand. Special efforts will be made for<br />

providing employment by placement cell of Department of Technical Education. The total<br />

number of trades approved by NCVT is <strong>12</strong>4. The duration of these trades ranges from 6<br />

months to three years. But majority of the trades are of one year or two years duration. The<br />

number of trades/courses approved by SCVT is 4. The duration ranges from 6 months to 2<br />

years. The trainees will be sponsored by the Welfare Department possessing the requisite<br />

qualification as per NCVT/SCVT norms. The total cost of training per year per candidate<br />

works out to be Rs. <strong>12</strong>,000/. An outlay of Rs. 5000.00 lac has been provided for 11 th Five<br />

Year Plan and Rs. 700.00 lac for 2007-08 as one time ACA under this scheme out of which<br />

Rs. 400.00 lac was released by Government of India during 2008-09. An expenditure of Rs.<br />

400.00 lac has been incurred during 2008-09. An outlay of Rs. 500.00 lac was provided<br />

during 2009-10. An outlay of Rs. 1150.00 lac is provided for Annual Plan <strong>2011</strong>-<strong>12</strong> against<br />

anticipated expenditure of Rs. 249.71 lac for 2010-11.<br />

13.39 The Swawlamban-Vocational Training Programme for Women aims to<br />

improve the lives of poor, needy, deserving women between the age group of 15 to 35 years<br />

by imparting training to them in traditional and non-traditional trades viz electronics, watch<br />

assembly, basic and advanced computer training, garment making, secretariat practice,<br />

embroidery etc. and to ensure their self-employment/employment in these areas.<br />

13.40 The scheme was funded 100% by Government of India up to the financial<br />

year 2004-05. But, from 2005-06, this scheme has been transferred to the <strong>State</strong> Level by<br />

Government of India. The Department of Social Security, Women and Child Development,<br />

Government of <strong>Punjab</strong> has made <strong>Punjab</strong> <strong>State</strong> Social Welfare <strong>Board</strong> as nodal agency to<br />

implement the Swawlamban – Vocational Training Programme for Women in the <strong>State</strong> vide<br />

notification No. 3/95-02-4SS/3592 dated 09/09/2002. The scheme is implemented by <strong>Punjab</strong><br />

<strong>State</strong> Social Welfare <strong>Board</strong> through accredited technical institutions such as <strong>AP</strong>TECH, NIIT,
