9.3.8 In order to disseminate information about the state’s environment to the<br />

general public, the Ministry of Environment & Forests, Government of India has initiated the<br />

ENVIS Program in all states. An ENVIS centre has also been set up in <strong>Punjab</strong> <strong>State</strong> Council<br />

for Science & Technology with the merger of two ENVIS nodes on state environment issues<br />

and water resource issues functioning earlier. This centre is regularly collecting, compiling<br />

and analyzing state specific environmental data for use by government departments, policy<br />

makers, general public, researchers, teachers, students, etc. The information is regularly<br />

uploaded on the centre’s website www.punenvis.nic.in, both in English & <strong>Punjab</strong>i. The<br />

centre is also responding to international and national queries and regularly publishing<br />

ENVIS newsletters and other publications. This information is being used by academicians,<br />

journalists and general public. Awareness activities in form of workshops, seminars, lectures<br />

are also being carried out from time to time. The Ministry of Environment & Forests is<br />

presently providing major funds for the ENVIS centre. However, the state government is<br />

required to partially support the centre as per MoU signed with Government of India.<br />

9.3.9 An outlay of Rs. 2.00 lac is provided in 11th Five Year Plan. An expenditure of<br />

Rs. 0.30 lac and Rs. 0.70 lac was incurred during 2007-08 and 2008-09 respectively. No<br />

expenditure was incurred during 2009-10. Against an approved outlay of Rs. 2.00 lac<br />

provided during 2010-11, an outlay of Rs. 8.00 lac is provided in the Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

EE-4 Cleaning of Budha Nallah<br />

9.3.10 Budha Nallah originates near Kumkalan and joins river Sutlej near village<br />

Balipur Khurd. Thereafter, river Sutlej and river Beas join together at Harike lake, the water<br />

of which is used for drinking purposes by southern-western districts of <strong>Punjab</strong>. The main<br />

source of pollution in the Budha Nallah is industrial effluent of industries of Ludhiana and<br />

domestic sewage discharged by Municipal Corporation, Ludhiana.<br />

9.3.11 In order to control industrial pollution of small scale electroplating industries,<br />

the <strong>Board</strong> has got commissioned CETP at focal point, Phase-VIII, Ludhiana, which collects<br />

industrial effluents discharged by small scale electroplating industries for treatment. This<br />

CETP is based on zero based discharge technology. The recovered water from RO plant is
