136. A centre for preparing rural students of the <strong>State</strong> for admission to Indian<br />

Institute of Technology (IIT) from the academic session 2010-11 at the cost of Rs. 1.40 crore<br />

has been started at Khalsa College Public School, Amritsar. It is proposed to select 50<br />

bright students from rural <strong>Punjab</strong> after matriculation, provide them free boarding facilities<br />

and specialized education for +1 and +2 classes. The selection of the student is made through<br />

the state level entrance test.<br />

HEALTH AND MEDICAL EDUCATION<br />

137. The state government has given top priority to augmentation of health<br />

infrastructure in terms of construction of new buildings, purchase of equipment and<br />

recruitment of the required manpower. A sum of Rs. 720 crore has been earmarked for<br />

health sector in <strong>2011</strong>-<strong>12</strong>.<br />

138. A special project for creation and upgradation of health infrastructure as per<br />

norms has been prepared at a cost of Rs. 346 crore. Work has already begun on construction<br />

of one district hospital at SBS Nagar, 4 sub-divisional hospitals (at Bhulath, Tapa, Moonak,<br />

Ghudha) and 32 community health centres(CHCs). Besides, all the sub-divisional hospitals<br />

and maternity wards are also being upgraded. Government of India in its 4 th Common<br />

Review Mission Report has rated health infrastructure as excellent and placed the <strong>State</strong> at<br />

number one position. <strong>12</strong>4 medical specialists, 572 medical officers, 1445 staff nurses, 1708<br />

ANMs, 205 Ayurvedic medical officers, 1<strong>12</strong> homoeopathic doctors and 400 other<br />

paramedics have already been recruited. The recruitment drive would continue in the year<br />

<strong>2011</strong>-<strong>12</strong> and all vacant posts shall be filled up.<br />

139. To provide medical care services at the doorsteps of the people living in far<br />

flung areas, the Emergency Medical Response Service has been made functional on 3 rd April,<br />

<strong>2011</strong>. A total of 240 ambulances would be deployed in phases (90 ambulances by April<br />

<strong>2011</strong>, 64 by May <strong>2011</strong> and remaining 86 by July <strong>2011</strong>) across the <strong>State</strong>. These ambulances<br />

would be available within 20 minutes of an emergency call from anywhere in the state on<br />

dialing a toll free number 108. The total cost of the project is Rs. 70 crore. A provision of<br />

Rs. 5 crore has been made in the Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

140. BPL families have been covered for insurance cover up to Rs. 30,000/- under<br />

Rashtriya Swasthya Bima Yojna (RSBY). BPL families were already entitled to free<br />
