9.2.15 During various stages of project implementation, highly capable IT<br />

professionals are required in departments, where e-governance project is undertaken, to play<br />

an active role during the implementation of e-governance projects/ initiative. It would be a<br />

link between Department of Information Technology, <strong>Punjab</strong> and the concerned departments.<br />

9.2.16 GIS expert is also being hired to formulate an overall state GIS action plan.<br />

Based on the action plan, common GIS facilities would be created for utilization by all<br />

departments for building their application layer on the core map of the state government.<br />

These funds would also be utilized for providing computer training to the government staff<br />

so that their services can be utilized during implementation of project.<br />

9.2.17 An outlay of Rs. 200.00 lac is provided for the 11 th plan. No expenditure was<br />

incurred during 2007-08 and 2008-09. An expenditure of Rs. 2.91 lac was incurred during<br />

2009-10. Against an expenditure of Rs. 1.90 lac incurred during 2010-11, an outlay of Rs.<br />

50.00 lac is provided in the Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

IT-6 Common Services Centers under National e-Governance Plan (NeG<strong>AP</strong>).<br />

Outlay - Rs. 419.00 lac<br />

9.2.18 As part of National e-Governance Plan (NeG<strong>AP</strong>), 100,000 common services<br />

centres (CSC) are being established country-wide for delivering government, private and<br />

social services with the participation of private sector in the first phase of its implementation.<br />

The approval of new proposal for establishing additional 1,50,000 CSCs across the Country<br />

is in progress at the centre level. The proportionate number of CSCs will be added to the<br />

existing CSCs. The total 2,50,000 CSC network will play a great role in service delivery in<br />

rural areas for convenience of general public for G2C services.<br />

9.2.19 In <strong>Punjab</strong>, total 21<strong>12</strong> common services centres (CSC) have been earmarked<br />

each centre catering to six villages. CSC Request for Proposal (RFP) has already been floated<br />

for selecting service centre agencies (SCAs) for setting up 21<strong>12</strong> CSCs in rural areas.
