2/4/07. The repayment of principal amount of loan shall start from 15 th June 20<strong>12</strong> till Dec,<br />

2026. This project is divided into two phases. Rs. 850 crore are for phase 1 and Rs. 650 crore<br />

for Phase II. Since 2007, Rs. 532 crore have been received from World Bank till date, which<br />

have fully been utilised. The works of phase-II roads are to be started in the 1 st quarter of<br />

<strong>2011</strong>. Phase-II will cover about 200 km of roads to be undertaken under output and<br />

performance based road contracting in Sangrur, Mansa and Bathinda. <strong>Punjab</strong> is the first state<br />

in the country to initiate such contracting.<br />

80. Since 1997-98, National Bank for Agriculture & Rural Development<br />

(NABARD) is providing loan assistance for construction/ up-gradation of roads in the state.<br />

Under National Bank for Agriculture & Rural Development (NABARD) scheme, <strong>12</strong> bridges<br />

and 17 roads having length of 210.70 km has been completed with an expenditure of Rs. 83<br />

crore during 2008-09. During 2009-10, 7 bridges and 37 roads having length of 335.30 km<br />

have been completed with an expenditure of Rs. 100 crore. Besides, 40 bridges and 115 roads<br />

having length 725.84 km are in progress and will be completed shortly with an expenditure<br />

of Rs. 415 crore. During <strong>2011</strong>-<strong>12</strong> Rs. 250 crore is the plan outlay for NABARD assisted<br />

projects. The expenditure, however, is Rs. 250 crore during 2010-11.<br />

81. The upgradation works of national highways of 225 km length costing Rs. <strong>12</strong>5<br />

crore were approved during 2010-11, out of which 165 km have been completed with an<br />

expenditure of Rs. 85 crore. Four laning of Zirakpur-Ambala Highway, four laning of<br />

Dhilwan-Amritsar and four laning of Kharar-Desumajra Highway have been completed. The<br />

work of four laning of Pathankot - Amritsar Highway is under progress. The work of four<br />

laning of Kurali – Kiratpur Sahib Highway and four laning of Amritsar - Attari Highway is<br />

near completion. The new projects relating to four laning of Jalandhar-Dhilwan National<br />

Highway, four laning of Zirakur – Bathinda- Patiala Highway and four laning of Ludhiana –<br />

Talwandi Highway are to be started during <strong>2011</strong>-<strong>12</strong>. The work of four-laning of Zirakpur-<br />

Bathinda-Patiala National Highway at a cost of Rs.1800 crore requires approval of Cabinet<br />

Committee on Infrastructure of Govt. of India. As per earlier formula for allocating funds<br />

under Central Road Fund (CRF), the weightage has been given to the states for area and fuel<br />

consumption in the ratio of 40:60. Now this ratio has been changed to 70:30. Due to this<br />

change, the state has to bear loss up to 35% of the annual accrual. GoI has been requested to<br />

restore the earlier formula. GoI has also been requested to approve Rs. 100 crore for<br />

pending work under CRF and clear the backlog of Rs. 93.61 crore as on 31/<strong>12</strong>/2010.<br />
