quarterly returns has been introduced by the department. E-payment facility has also been<br />

provided to the dealers in the state.<br />

182. The collections under <strong>Punjab</strong> VAT and CST Acts have increased from Rs.<br />

7046.65 crore in 2008-09 to Rs. 8284.13 crore in 2009-10 registering an increase of 17.56%.<br />

During 2010-11, the collections are Rs. 10778.15 crore i.e. an increase of 30.10% over the<br />

previous year.<br />

183. Against the excise revenue of Rs. 1810.72 crore earned during 2008-09, an<br />

amount of Rs. 2100.57 crore was earned during 2009-10 thereby registering an increase of<br />

16%. During 2010-11, excise collections are of Rs. 2372.02 crore i.e. an increase of <strong>12</strong>.92%<br />

over the previous year.<br />

DECENTRALIZED PLANNING<br />

184. The state government has constituted District <strong>Planning</strong> Committees for all the<br />

districts of the <strong>State</strong>. From the year 2010-11, the Administrative Departments are<br />

implementing the District Level Plan Schemes through District <strong>Planning</strong> Committees<br />

(DPCs). The guidelines for the preparation of the District Plan of the District Level Schemes<br />

by District <strong>Planning</strong> Committees have been issued. An aexpenditure of Rs. 281.19 crore was<br />

incurred during 2010-11. An amount of Rs. 474.<strong>12</strong> crore has been provided for <strong>2011</strong>-<strong>12</strong><br />

under the various district level plan schemes.<br />

REVENUE, LAND RECORDS AND DISASTER MANAGEMENT<br />

185. The govt. has embarked upon some serious efforts for resource mobilization.<br />

Rates of Court fees and stamp duty for 17 instruments have been revised. Further, the upper<br />

limit of registration fee has been revised from 10,000 to 30,000/-. However, to promote the<br />

vesting of proprietary rights amongst women, on the documents executed in favour of<br />

women, the stamp duty has further been reduced from 4% to 3%.<br />

186. The Integrated Land Management System (ILMS) project for<br />

Computerization of Land Records and Registration of Documents for the <strong>State</strong> of <strong>Punjab</strong> was<br />

started on 4 th November, 2006 by the Revenue Department through <strong>Punjab</strong> Land Records<br />
