10.1.30 Since the implementation of the recommendations made by the <strong>Punjab</strong><br />

Governance Reforms Commission in respect of various departments is under the preview of<br />

Department of Personnel, <strong>Punjab</strong>, therefore this scheme was transferred to the Department of<br />

Personnel, <strong>Punjab</strong> during 2009-10.<br />

PM-15 Provision for training/workshops/seminars/conferences etc to implement<br />

decentralized planning in the <strong>State</strong><br />

10.1.31 The <strong>State</strong> Government has already constituted District <strong>Planning</strong> Committees<br />

in the <strong>State</strong>. District <strong>Planning</strong> Committees have been entrusted the task of preparation of Five<br />

Year/Annual District Development Plans. As this is a new concept, there is a need for<br />

holding training sessions, workshops, seminars and conferences etc for the members<br />

including ex-officio members of the District <strong>Planning</strong> Committees and staff of line<br />

departments engaged in the planning process for creating awareness among them regarding<br />

processes and procedures involved in the decentralized planning, budgeting and monitoring<br />

etc. No expenditure was incurred during 2009-10. No expenditure was incurred during 2010-<br />

11. An outlay of Rs. 20.00 lac is provided for Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

New Schemes<br />

PM-3(i) Upgradation and Strengthening of Computerisation of <strong>Punjab</strong> <strong>State</strong><br />

<strong>Planning</strong> <strong>Board</strong><br />

Outlay -Rs. 10.00 lac<br />

In order to upgradate and strengthen of Computerisation of <strong>Punjab</strong> <strong>State</strong><br />

<strong>Planning</strong> <strong>Board</strong>, an outlay of Rs. 10.00 lac is provided in the Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

PM-21 Incentive for issuing UIDs in <strong>Punjab</strong> (13 th FC)<br />

Outlay Rs. 432.00 lac<br />

10.1.32 Under the UID scheme, a Unique Identification Number will be issued to the<br />

citizens of the country. For this purpose, the 13 th Finance Commission has recommended<br />

grant-in-aid to the <strong>State</strong>s. Rs.21.60 crore has been recommended for <strong>Punjab</strong> from 2010-11 to<br />

2014-15. Out of this amount, the Ministry of Finance, Government of India, has sanctioned
