2.1.21 The <strong>State</strong> was required to spend at least 2.70% (i.e. more than 2.69% average<br />

expenditure of 3 years (from 2007-08 to 2009-10) of plan expenditure in Agriculture and<br />

Allied Sector during the year 2010-11 in order to become eligible for the year <strong>2011</strong>-<strong>12</strong>. An<br />

expenditure of Rs. 271.88 crore had been incurred during 2010-11, which is 3.33%, hence<br />

the state has become eligible for availing funds during <strong>2011</strong>-<strong>12</strong>.<br />

2.1.22 During the year 2007-08, an amount of Rs. 1500.00 crore was earmarked for<br />

the whole country out of which <strong>Punjab</strong> <strong>State</strong> was allocated Rs. 37.95 crore. Besides this, Rs.<br />

1.90 crore @ Rs. 10.00 lac per district was also sanctioned under RKVY during 2007-08 for<br />

the preparation of District Agricultural Plans. Under this programme, an outlay of Rs. 100.00<br />

crore had been provided in the Annual Plan 2008-09 and an amount of Rs. 87.52 crore was<br />

sanctioned by Government of India. During 2009-10, an outlay of Rs. 65.00 crore had been<br />

provided and Rs. 43.23 crore was sanctioned by Government of India and the same was fully<br />

utilized. Against an expenditure of Rs. 179.<strong>12</strong> crore incurred during 2010-11, an outlay of<br />

Rs.100.00 crore is provided for the Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

2.1.23 The objective of the scheme was to wean away the farmers from paddy wheat<br />

rotation. Twelfth Finance Commission had allocated an amount of Rs. 9600.00 lac for 4<br />

years (2006-10) for research and development. The funds were utilized for research on<br />

alternative crops and technology areas like cotton maize, pulses, oilseeds, sugarcane, fodder,<br />

barley, horticultural and forestry based system, natural resources conservation techniques,<br />

processing and value addition, farm mechanization and IPM. The cultivation of citrus plants<br />

and other fruits, vegetables and grapes cultivation were encouraged. Similarly, organic<br />

farming i.e. diversification from traditional crops to organic crops were encouraged.<br />

2.1.24 An outlay of Rs. 9600.00 lac is provided for the 11 th<br />

Plan. An expenditure of<br />

Rs. 2400.00 lac was incurred during 2007-08. An expenditure of Rs. 5000.00 lac was<br />

incurred during 2008-09. GoI released Rs. <strong>12</strong>40.00 lac during 2009-10 and is being utilized.<br />

A token provision of Rs. 1.00 lac is provided for the year <strong>2011</strong>-<strong>12</strong> to utilize the remaining<br />

amount.
