AGR-11 Strengthening of Marketing Infrastructure through Multi-<strong>State</strong><br />

Agricultural Competitiveness Project (E<strong>AP</strong>)<br />

Outlay – NIL<br />

2.1.25 New Externally Aided Project was incorporated in the year 2008-09 with a<br />

total cost of Rs. 650.00 crore. The main objective is to foster the development of more<br />

competitive marketing systems and improve market access for farmers through knowledge<br />

transfer and more effective producer organizations. Project aims to:<br />

• Increase efficiency and reduce costs in the marketing chain for the benefit of<br />

producers and consumers;<br />

• To make production more market oriented, through effective extension and<br />

knowledge transfer;<br />

• To promote more focused use of government funds already being allocated to<br />

various departments for extension and adaptive research; and<br />

• The project will help in increasing productivity and income of small and<br />

marginal land holders.<br />

2.1.26 Since the project is yet to be approved by World Bank, no outlay is provided<br />

for the Annual Plan <strong>2011</strong>-<strong>12</strong>.<br />

AGR-2 Technology Improvement of Higher Value Crops (ACA of 2004-05)<br />

2.1.27 One time ACA of Rs. 300.00 lac was approved in 2004-05 and released in<br />

2005-06 to promote cultivation of medicinal and aromatic plants. In order to utilize an ACA,<br />

an amount of Rs. 300.00 lac was provided for the 11 th<br />

Plan and Annual Plan 2007-08<br />

respectively. An expenditure of Rs. 300.00 lac was incurred during 2007-08. Since the<br />

scheme was included to clear the backlog, it was dropped during 2008-09.<br />

<strong>State</strong> Funded Schemes<br />

AGR-10 Scheme for Subsidy on Replacement of Wheat Seed<br />

Outlay – Rs. 500.00 lac<br />

2.1.28 The <strong>State</strong> plan scheme was included in the Annual Plan 2008-09. The GoI<br />

under National Food Security Mission has selected seven districts viz. Amritsar (including<br />

Tarn Taran), Bathinda, Gurdaspur, Ropar (including Mohali), Ferozepur, Sangrur (including<br />

Barnala) & Hoshiarpur. In these districts, certified seed of wheat is to be provided @ Rs.<br />

700/- per quintal. Apart from these selected districts under NFSM, the subsidy on certified<br />

wheat seed is provided @ Rs. 500/- per quintal or 25% subsidy under Macro Management
