96. We welcome the initiative of Government of India in sanctioning the project<br />

of JALMANI to provide improved quality of drinking water to school children through stand<br />

alone water purification system for which an amount of Rs.5.45 crore has been released by<br />

Government of India for installation of water purification system in 2732 rural schools. The<br />

state government has installed 1359 stand alone systems in schools in <strong>Punjab</strong> under this<br />

programme and 1373 more stand alone systems shall be made functional shortly.<br />

97. The state government is providing assistance to poor people in rural areas for<br />

construction of individual toilets through various programmes. As per base survey<br />

undertaken recently by the Department of Water Supply and Sanitation, about <strong>12</strong> lakh more<br />

toilets are still required to be constructed in the villages of <strong>Punjab</strong>. The cost of construction<br />

of toilets has been revised from Rs. 7800/- per unit to Rs.10, 000/- from the year 2009-10.<br />

An outlay of Rs. 250 crore has been provided in the 11 th Five Year plan for this purpose.<br />

2,84,528 toilets were constructed up to 31/03/2010 by incurring an expenditure of Rs.179.25<br />

crore. For the year 2010-11, the state government has allocated Rs 139.00 crore as<br />

Additional Central Assistance for the construction of toilets for economically backward<br />

families in rural areas. Besides this, a sum of Rs 220 crore has been earmarked for this<br />

purpose for Rural Development department for the year <strong>2011</strong>-<strong>12</strong> under NABARD project. In<br />

addition to this, an outlay of Rs 50.00 crore has been provided under “NABARD sanitation<br />

project” for construction of toilets @ Rs <strong>12</strong>450/- per toilet by Water Supply and Sanitation<br />

Department in the Annual Plan <strong>2011</strong>-<strong>12</strong>. This shall enable the construction of nearly 4.50<br />

lakh toilets for the poor section of the society in rural area.<br />

98. Under Total Sanitation Campaign 20 projects for Rs.214.45 crore were<br />

sanctioned by Government of India out of which Rs.26.38 crore was received from GoI. The<br />

progress of the scheme was not satisfactory mainly because of low incentive of Rs.1500/- for<br />

individual toilets provided under this scheme because the state government under its own<br />

scheme gives Rs.10,000/- per toilet. Government of India has now allowed convergence<br />

with the state government scheme. So far TSC funds are utilized for providing 100% toilet<br />

coverage for Governments Schools & Anganwadi centres.<br />

99. The state government has set up a “Shikayat Nivaran Kendra (SNK) at Mohali<br />

with a Toll free number 1800-180-2468 for the redressal of consumer’s complaints relating<br />

to Rural Water Supply. This “Shikayat Nivaran Kendra (SNK) has been outsourced on<br />
