However, funds for the construction of toilets shall be provided under ‘Rural Sanitation<br />

Programme’. Besides, the grant @ Rs. 20,000/- to each beneficiary shall be provided for the<br />

conversion of kacha house into pacca house. In addition, the families belonging to scheduled<br />

castes in rural areas who have no plots of their own to construct the houses shall be provided<br />

5 marla plot free of cost by the state government. An amount of Rs. 7000.00 lac is provided<br />

for 11 th Five Year Plan. An expenditure of Rs. 1380.00 lac (one time ACA) was incurred<br />

during 2008-09. An outlay of Rs. 2000.00 lac and Rs. 9500.00 lac (including Rs. 7500.00 lac<br />

one time ACA of 2010-11) was provided during 2009-10 and 2010-11 respectively but no<br />

expenditure could be incurred. An outlay of Rs. 5000.00 lac is provided in the Annual Plan<br />

<strong>2011</strong>-<strong>12</strong>.<br />

SCOP (D)-2 Construction of Dr. B. R. Ambedkar Bhawans and their operation<br />

Outlay - Rs. 975.00 lac<br />

11.10.48 To commemorate the birth centenary of Dr. B.R Ambedkar, the government<br />

has decided to set up Ambedkar Bhawans at each district headquarter. These Bhawans will<br />

consist of an auditorium hall with the seating capacity of 500 seats approximately, meeting<br />

hall with the seating capacity of 50 seats and a library-cum-research centre. Out of 20<br />

districts in <strong>Punjab</strong>, 3 districts are totally new where land for Ambedkar Bhawans is yet to be<br />

acquired. The status of districts is as under:-<br />

(1) Completed and functional – 14 (Ludhiana, Fatehgarh Sahib, Muktsar,<br />

Faridkot, Gurdaspur, Kapurthala, Ropar, Sangrur, Mansa, Bathinda, Moga,<br />

Ferozepur, Patiala and Shaheed Bhagat Singh Nagar).<br />

(2) Work started and in progress in 3 districts – (Hoshiarpur, Jalandhar, and<br />

Amritsar)<br />

(3) Work yet to be started in 3 districts – (S.A.S.Nagar, Tarn Taran and Barnala)<br />

11.10.49 Rs. 250.00 lac was released under <strong>State</strong> Level <strong>Punjab</strong> Nirman Programme<br />

during the year 2006-07 for district Amritsar, Ferozepur, Jalandhar, Ludhiana, Bathinda,<br />

Shaheed Bhagat Singh Nagar , Patiala and Faridkot. An outlay of Rs. 800.00 lac was<br />

provided during 10 th Five Year Plan against which an expenditure of Rs. 149.98 lac was<br />

incurred. An outlay of Rs. 715.10 lac is provided for 11 th Five Year Plan. An amount of Rs.<br />

500.50 lac was provided in the Annual Plan 2007-08 and Rs. 500.00 lac each was provided in<br />

the Annual Plan 2008-09 and 2009-10 but no expenditure could be incurred. An expenditure<br />

of Rs. 149.00 lac was incurred in 2010-11. An outlay of Rs. 975.00 lac is provided in the
