11.5 MEDICAL AND PUBLIC HEALTH<br />

11.5.1 The state government is committed to provide preventive, promotive and<br />

curative health services to the people of the <strong>State</strong>. Major thrust of the 11 th Five Year Plan is<br />

to link all the District Hospitals, Sub-divisional hospitals and block level Community Health<br />

Centres with PGIMER, Chandigarh and with Government Medical Colleges through tele-<br />

medicine facility. In order to combat drug abuse in the <strong>State</strong>, “Drug De-addiction Centres”<br />

in the existing hospitals and “<strong>State</strong> Level Drug Dependence Treatment Centre” on the lines<br />

of National Drug Dependence Treatment Centre would be established in Government<br />

Medical College, Amritsar. The state government has decided to establish four new faculties<br />

and four study centres in Baba Farid University of Health Sciences. Emphasis is on<br />

upgradation of infrastructure in <strong>State</strong> Medical/Dental Colleges.<br />

11.5.2 Besides, thrust is on consolidation, upgradation and expansion of existing<br />

medical institutions in the <strong>State</strong> in the fields of Allopathy, Ayurveda and Homoeopathy by<br />

removing the existing deficiencies in the building, infrastructure, medicines, machinery and<br />

equipment and providing basic minimum services in the health sector.<br />

Primary Healthcare<br />

11.5.3 Primary Healthcare services in the rural areas of the <strong>State</strong> are provided<br />

through a net-work of medical institutions comprising of Sub-Centres (2858),<br />

SHCs/Dispensaries (1322), PHCs (395) and CHCs (<strong>12</strong>9). Out of 1322 SHCs/Rural<br />

Dispensaries, 1187 Rural Dispensaries had been transferred to the Panchayati Raj Institutions<br />

(Zila Parishads).<br />

11.5.4 The various National and <strong>State</strong> Health Programmes, which have been<br />

launched to provide Primary Healthcare include a crusade against Malaria, Tuberculosis,<br />

Blindness, Leprosy and AIDS. The Family Welfare and Immunization Programmes have had<br />

major success in the <strong>State</strong>.<br />

Secondary Level Healthcare System<br />

11.5.5 While the CHCs established in rural areas serve as the first level of referral<br />

services and the hospitals at Sub-divisional level and District Hospitals serve as institutions<br />

of secondary level of healthcare and give support to the services being provided in the
