STANDARDS<br />
Prescriptive norms that govern products or<br />
processes or set actual limits on the amount <strong>of</strong><br />
pollutants or emissions produced. Traditionally,<br />
five big categories <strong>of</strong> standards may be<br />
dist<strong>in</strong>guished accord<strong>in</strong>g to the subjects they<br />
regulate: environmental quality standards,<br />
emission standards, process standards, product<br />
standards, and technology based standards. Of<br />
particular <strong>in</strong>terest to environmental<br />
<strong>in</strong>spectorates are environmental quality<br />
standards and emission standards. See also<br />

STATE ENVIRONMENTAL REVIEW<br />
In the NIS: A procedure used s<strong>in</strong>ce 1980s and<br />
rooted <strong>in</strong> the Soviet system. It aims to warn <strong>of</strong><br />
and avoid any possible negative impact on the<br />
environment and any social, economic or other<br />
consequences that may be connected to<br />
environmental degradation. Under this<br />
procedure, the Competent Authority reviews the<br />
environmental impact <strong>of</strong> nearly all <strong>in</strong>dustrial<br />
projects, as well as many modifications to<br />
exist<strong>in</strong>g activities. In the regulatory process, the<br />
review comes after the EIA. The review requires<br />
an extensive expert <strong>in</strong>volvement, s<strong>in</strong>ce the<br />
design documents are compared with thousands<br />
<strong>of</strong> technical or other type or requirements, set <strong>in</strong><br />
environmental laws and regulations (see SNiPs,<br />
GOSTs, SNs). Independent assessors conduct<br />
this very comprehensive work. The Competent<br />
Authority can make b<strong>in</strong>d<strong>in</strong>g decisions to block<br />
or modify projects. There were few provisions<br />
for public environmental review, and <strong>in</strong> most<br />
NIS these have rema<strong>in</strong>ed underdeveloped. S<strong>in</strong>ce<br />
nearly all projects have to be reviewed, this<br />
leads to a huge adm<strong>in</strong>istrative burden and limits<br />
the attention that can be devoted to each project<br />
proposal. Although quite burdensome <strong>in</strong><br />
implementation, these reviews appear to have<br />
reduced environmental risks from at least some<br />
potentially dangerous projects. The permitt<strong>in</strong>g<br />
systems <strong>in</strong> the NIS work <strong>in</strong> a tight relationship<br />
with state environmental reviews, because any<br />
permit can be issued only after a positive<br />
decision <strong>of</strong> environmental reviewers. In the<br />
OECD countries, the decision-mak<strong>in</strong>g<br />
procedures as regards environmentally<br />
significant projects do not <strong>in</strong>clude this stage <strong>of</strong><br />
the regulatory cycle, but its elements are<br />
comparable to permitt<strong>in</strong>g. Syn.: State<br />
