COMPLIANCE MONITORING<br />
(1) Collect<strong>in</strong>g and analys<strong>in</strong>g <strong>in</strong>formation on<br />
compliance status, <strong>in</strong>clud<strong>in</strong>g self-monitor<strong>in</strong>g<br />
reports, and verification to show whether<br />
pollutant concentrations and loads conta<strong>in</strong>ed <strong>in</strong><br />
permitted discharges are <strong>in</strong> compliance with the<br />
limits and conditions specified <strong>in</strong> the permit.<br />
Compliance can be checked through<br />
measurements: direct (<strong>in</strong> many cases difficult or<br />
very expensive) or <strong>in</strong>direct (more available and<br />
cost effective). Biomonitor<strong>in</strong>g can be another<br />
way to monitor compliance. (2) Accord<strong>in</strong>g to<br />
the US Environment Protection Agency's<br />
def<strong>in</strong>ition, compliance monitor<strong>in</strong>g consists <strong>of</strong> a<br />
wide range <strong>of</strong> activities <strong>in</strong> six basic categories,<br />
which may overlap. These are: (i) surveillance,<br />
i.e. obta<strong>in</strong><strong>in</strong>g general site <strong>in</strong>formation prior to<br />
actually enter<strong>in</strong>g the facility, e.g. ambient<br />
sampl<strong>in</strong>g at the property l<strong>in</strong>e; (ii) on-site<br />
<strong>in</strong>spection; (iii) <strong>in</strong>vestigations that are generally<br />
more comprehensive than <strong>in</strong>spections;<br />
(iv) record reviews (adm<strong>in</strong>istrative <strong>in</strong>spections);<br />
(v) targeted <strong>in</strong>formation gather<strong>in</strong>g on the status<br />
<strong>of</strong> compliance and/or environmental conditions;<br />
and (vi) remediation compliance monitor<strong>in</strong>g.<br />
