the associated research centre which he also directs is in the EPHE. A unique
service is provided by the Maison des Sciences de 1'Homme through its Centre
de Calcul and Service d'Echange d'hformations Scientifiques. This latter reviews
the state and organizational development of the sciences and undertakes
research into questions of science policy.
Expansion of the Grands Etablissements has taken place in conjunction with
the CNRS which, in addition to having 3 social research centres of its own in the
Paris region, has established g associated centres, several of which are within
the EPHE. Meanwhile, the various anthropological sections of the MusBe de
l'Homme have been unified.
15. The DGRST listed 51 research units in the Grands Etabhsements/cms
system in 1964. By 1966 there were 56. While also having greater resources in
professorial direction and other part-time faculty participation, they employed
324 full-time research workers, compared with 176 employed by the 80 university
centres, in 1964. Half had 5 or more full-time scientific staff; fourteen
IO or more; and four 25 or more. These last included the Centre #Etudes
Sociologiques, the Centre #Etudes des Relations Internationales, the Institut
PBdagogique National and the Centre #Etude du DBveloppement Economique.
Though many of the centres remain small there were II with more than 25
scientific staff by 1966.5~ Centres of the Grands Etabhsements/cNRs had three
times as many auxiliaries as university centres.
16. In the Federal Republic of Germany two kinds of institutes have grown
up in university ~ettings.3~ The first belong to the university, which employs the
staff; in addition, they may receive funds from 'promotional associations'
(Forderergesellschaft) either for general support or individual projects. The
second are not part of the university, though associated with it. Constitutionally,
they are registered associations belonging to a promotional association. Some
of these institutes confine themselves to research; others also engage in teaching.
Though the promotional association employs the staff, the lectures and exercises
are credited as university courses. University institutes wholly dependent
on government support have limited resources and tend to confine themselves
to theoretical topics. Empirical research is almost entirely dependent on external
funds provided by promotional associations and other bodies.
17. In legal status the Institut fiir Siedlungs- und Wohnungswesen at the
University of Munster is a university institute, but it is also 'recognized as a
service of public utility' concentrating on problems of housing policy, the
Institut fiir empirische Soziologie at the University of Mannheim is financed
partly by the Land and partly by the George-Washington-Stiftung. The
Institut fur Sozialforschung at the University of Frankfurt is financed by the
Land of Hesse and the town of Frankfurt; it accepts research contracts and
collaborates with the Sigmund-Freud-Insiitut, an interdisciplinary centre for
clinical research also set up by the provincial government. The Sozialforschungsstelle
of the University of Munster, the largest of the university-linked institutes,
is a registered association attached by contract to the University of Munster and
sponsored by the Gesellschaft fur Sozialforschung an der Universitat Munster,
which includes public bodies, private associations and individuals. It services a
