36. Research and teaching organizations interpenetrate, but the best way of
presenting what is happening is to describe them separately, beginning with the
teaching establishments. These are of five kinds: faculties of the University of
Dakar; faculty institutes; institutes affiliated to the University; government
schools; and international organizations. Their roles in teaching the social
sciences are described below.
e. Faculties of the University (Arts and Human Sciences, Law and Economics)
concentrate on full-time graduate and undergraduate teaching. The organiza-
tion of courses follows the French pattern : a certificate of general literary
studies for a pre-university (propaedeutic) year; certificates of advanced
studies; doctorat du 3eme cycle.
6. Two faculty institutes teaching social science are the IEI (Institut #Etudes
Isiamiques) which runs courses on Arabic language and culture in Dakar,
Saint-Louis and Thibs, and the IEAA (Institut #Etudes Administratives Afri-
caines) which conducts correspondence courses for government officials in
public law, finance, political economy, etc. Students are prepared for the
competitive examinations of 1’Institut des Hautes Etudes #Outre-Mer, Paris,
and the Ecoles Nationales d’administration.
c. One of the affiliated institutes - IPESAN (Institut de Promotion Economique
et Sociale de 1’Afrique Noire) - has statistical and economic sections. The
teaching is done by professors of the Faculty of Law and economics, and
takes place during the evening. There is an examination at the end of the
year’s course leading to a certificate in statistics or economics.
d. The State of Senegal runs two schools for training government officials.
L‘Ecole Nationale #Administration du Sknkgal (ENAS) recruits by competi-
tion from licenciks and government officials of grade B, aged thirty or over.
The programme includes courses in law, sociology, ethnology, human geog-
raphy, social psychology, etc. The certificate of the ENAS provides an entree
to various branches of the civil services. L’Ecole Nationale d’Economie Ap-
pliquke (ENEA) runs a three-year course designed to train ‘les cadres moyens
du developpement’. The course incorporates theory, practical experience and
exercises in applied research.
e. The international organization in Senegal concerned with teaching is the
UN African Institute for Economic Development and Planning which runs
special courses and seminars, and a nine-month training programme for
licenciis sponsored by their respective governments and intending to become
economic planners.
37. On the research side there is a large number of small undertakings. In
contrast to a number of countries there is an emphasis on psychological and
sociological factors. Projects being undertaken and the organizations respon-
sible are described below.
a. The Faculty of Arts and Human Sciences of the University of Dakar has a
department of sociology and a department of psychology and social psychol-
ogy which maintain extensive contacts with neighbouring faculties, research
workers in institutes or government departments, and teachers in secondary
